Proposed No-Smoking Policy at City of Bangor Department of Health and Welfare Health and Welfare Director Yardley is proposing that a no-smoking policy be enacted for the Department at 103 Texas Avenue. Councilor Hawes asked if there is currently a standard City policy for other buildings. Farrar indicated that policies are adopted by facility and therefore there is no standard policy in place for all City buildings. The majority of the facilities are smoke-free and smoking is allowed outside the facility. The Department will coordinate with the Bangor Nursing and Rehabilitation Center on this policy. It was moved and seconded to forward the recommendation to Council. 2. Notice of Grant Award — Bangor Fire Department Training Facilitv • The Fire Department has been notified that grant funds totaling nearly $33,000 have been approved to construct a bathroom and decontamination facility and to repair the existing burn building and classroom. Bangor will contribute a 50% match of in-kind labor and water-sewer connections. This is a valuable regional training facility that benefits many surrounding Fire Departments including the Air National Guard Fire Department. The Committee is being requested to recommend to the Council that the grant be accepted and the funds be appropriated for this project. Additional back-up material regarding the project was provided. Chief Cammack indicated that this is a Maine Fire Education and Training (MFEf) grant and this grant is the final phase of the training facility, allowing us to build a 20 x 20 building, which will give us the appropriate restrooms to make it a top-notch facility. We currently utilize port-a- potties at the facility. Part of the grant stipulates that neighboring communities be allowed to use the facility. In-kind contributions will be the labor in constructing the facility. This facility is one of the best training facilities in the State. It was moved and seconded to accept the grant and appropriate the funds for the improvement of the training facility and forward to Council for approval. �The meeting adjourned at 5:10 p.m.
