A motion was made and seconded to approve the Consent Agenda.
1. Election Ballot for County Representatives to Eastern Maine Development
Corporation Board of Directors
As a corporate member of EMDC, the City of Bangor is entitled to vote for
representation on the Board of Directors from Penobscot County.
Penobscot County has two vacancies this year and the Nominating
Committee has nominated Eugene Conlogue, Town Manager, Town of
Millinocket and Michael Ballesteros, Director of the Bangor Business and
Industry Center at Eastern Maine Community College, each for a three-
• year term. Approval of the proposed slate of representatives is
recommended.

2. Council Ordinance 05-328 Amending Section 134.27 of the Ordinances of
the City of Bangor— General Assistance
Annually, the State of Maine updates benefit levels provided through this
state mandated and locally administered program. All communities in the
state are required to adjust their General Assistance Ordinance provisions
to conform to these revised state regulations. Health and Welfare
Director Yardley noted that the changes represent fairly minor
adjustments from the current year's levels of assistance. A motion was
made and seconded to approve staff recommendation. The item will be
going to the full Council for final action.
3. Request and Proposal from State of Maine Bureau of Health Immunization
to Expand the City of Bangor's Immunization Program
Representatives from the State Bureau of Health have recently proposed
• expanding our current regional immunization program, which is

• administered by the Health and Welfare Department. According to State
officials, there is a growing need to provide immunization education and
services for children throughout the State. The cities of Bangor and
Portland have been approached about expanding their current services as
the state has existing contracts and grant funding in place with each
community. This may be an opportunity to expand our current program
with an infusion of state grant money and no additional local cost. Health
and Welfare Director Yardley prepared a background memorandum. The
City currently receives an annual grant of $10,000 from the State to assist
with this program. The State has now proposed expanding this program
by adding a public health immunization educator in an effort to increase
immunization rates in the five northern counties of Maine. The State has
proposed increasing our grant by approximately $42,500 for the last
quarter of this calendar year and to fund the grant at $100,000 for
calendar year 2006. The 2005 funding will allow for hiring the educator,
establishing an office, and acquiring necessary office equipment. There is
no matching fund requirement to the City. A motion was made and
seconded to approve staff's recommendation and to recommend approval
to the City Council.
