The meeting was called to order at 5 p.m.
1. Council Ordinance 05-168, Amending Chapter 268 of the City of Bangor
Code, Taxicabs, Section 3, 3.1, and 4, Implementing Certain Procedural
Changes
The purpose of these amendments is to implement certain procedural
changes and clarifications to the taxicab ordinance. Changes include
clarifying application procedures, specifying that application fees are non-
refundable, reducing to two the number of driver lists that must be
submitted to the police department each year, allowing for 13 month
licenses for new applications filed within a month of the renewal date, and
. reducing the submission requirements for application renewals. The
amendments also impose a background check fee for new drivers and
prohibit new drivers from driving until the background check is approved.
Sue Mitchell provided an overview of the changes made: the amount paid
in the application fee, currently $20, and to be $30 for renewal with an
additional fee of $25 for a State background check, which is
nonrefundable. Sue gave an overview of past practice and proposed
practice. There was discussion.
Mike Cooper, new owner of Town Taxi, provided his input on the process.
Questions were answered regarding application and the background
check.
It was moved, seconded and voted to recommend implementing these
amendments to council.

. 2. Discussion Concerning Swim Fees, Gate/Attendance Keeper Position, and
Fundraising for Dakin Pool
The Friends of Dakin Pool Committee have expressed interest in raising
funds to cover the cost of the gate/attendance keeper position, which, in
turn, would allow the City not to charge fees at the Pool this summer. As
you may recall, the Council previously took action to establish the position
and implement a fee structure.
City Manager Barrett explained that the Friends of Dakin Pool are in the
process of fundraising for Dakin Pool. A memorandum of understanding is
in progress that will identify rules, responsibilities and various fundraising
aspects. The Friends group is interested in raising $2,300 to pay the
salary of the pool attendant to track and report attendance in lieu of
charging a fee to participants. The pool opens June 20. Due to timing, it
was suggested that a Council Order be made on June 13 to authorize
eliminating fees if a donation is made prior to the pool opening. There
was discussion. It was noted that information provided to-date via flyers
and website indicate that fees are under consideration. A decision must be
made by June 20, the date of the opening of the Dakin Pool. There was
discussion.
• The question was asked if signage identifying the pool would be done;
public work employees should be posting signage this week. It was noted
that this information will be on the Parks & Recreation website and in the
brochures.
The full agreement with the Friends group will be on the agenda June 14.
An order may appear on the Council agenda on ]une 13 authorizing staff
to eliminate fees at Dakin Pool if we receive contributions from the Friends
group prior to the opening of Dakin Pool.
Attendance will be counted for the number of users.
As this update was for informational purposes only, there was no formal
action taken on this item.
