Chair Perkins called the meeting to order at 7:00 P.M.
LAND DEVELOPMENT PERMIT
1. Land Development Permit Application – Site Development Plan – 872 Hammond Street –
Map-Lot 002-007 - Land Development Permit Application – Site Development Plan to construct
a new parking area with 19 regular spaces and 2 bus spaces at property located at 872
Hammond Street, Map-Lot 002-007, in the Urban Service District (USD). The total new
impervious being created is 10,265 square feet. A new one-way entrance will be created and
the existing entrance will be converted to exit only. Applicant: SK Tours.
Shelly Lizotte presented the project. [The application] is for a new parking lot at 872 Hammond Street. Is a
former hair salon with an apartment above. There’s currently a small parking lot on the left side with a few
spaces. This business provides tours around town and has buses that need to be parked somewhere.
However, the tour attendees need a place to park and are currently parking somewhere else. This is intended
to be a stopping point where people park their vehicles and take the tour. There will also be a handicap ramp
on the side of the building at a new entrance to the building. There will also be a small gift shop inside for
people to buy gifts, maps, tickets, and other things. This is adding some impervious area to the lot; is currently
a fairly large field.
No staff comments or Board questions. No public comments.

Member Saucier mentioned, to avoid the appearance of a conflict of interest, that he did review an early sketch
of this plan in an initial review process and one of his subordinates reviewed the further, official plan
submissions.
Member Huhn moved to approve Land Development Permit Application – Site Development Plan to construct a
new parking area with 19 regular spaces and 2 bus spaces at property located at 872 Hammond Street, Map-
Lot 002-007, in the Urban Service District (USD). The total new impervious being created is 10,265 square feet.

Tours. Member Meagher seconded. All members in favor, none opposed.
OTHER BUSINESS
2. Comprehensive Plan Check-in
Anne discussed the comprehensive plan- [staff] are compiling the comments received so far from Councilors
and the public. Currently working on a final draft. Hoping to have the first review of this at [the Planning
Board’s] next meeting, but if not then, then at their first meeting in April. Reese mentioned to other Board
members that it’s crunch time - if they have feedback, it needs to be given soon. Anne confirmed that; said that
the Planning Board’s role is ultimately to give a recommendation to City Council on whether the plan ought to
pass or ought not to pass.
Anne Marie Quin approached the podium. Lives at 11 Chatham Street. Has attended 5 workshops on the
Comprehensive Plan. Many of them were informative. Said the one question that kept getting asked was
where the plan is for land banks. Was wondering if she could be brought up to date on that. That could be a
very important part of our Comprehensive Plan as it’s a way for the City to acquire derelict properties and turn
them around. Anne mentioned it’s a strategy in the Comprehensive Plan. Anne Marie asked what needs to
happen to bring that into fruition. Anne said once the plan is accepted, we start the implementation. Annemarie
asked if it couldn’t happen until after the Comprehensive Plan is done. Anne confirmed this and said we don’t
have the staff capacity to start that right now. Annemarie asked for Anne to talk about it. Anne said it’s a way
for the City to “bank” properties for future development. Anne Marie said it gives the City a way to save
properties from being demolished and lets people purchase properties at reasonable rates. It’s amazing to see
what can be done with a derelict property when someone acquires it at a reasonable price. Would like the City
to keep that at the forefront.
Reese asked if Anne Marie had seen the implementation portion of the plan. Anne Marie said she just
picked it up today. Reese said the furthest last section of the Comprehensive Plan is an implementation
plan and that includes a number of ways of developing properties and keeping them from being torn
down. Each item in the implementation plan includes responsibilities for which departments or divisions
will accomplish it, how much of a priority it is, and how quickly it can be done. That’s what [the Planning
Board] is looking at. Anne Marie said it’s very important that [land banks] be one of the vehicles.

7. Meeting Minutes - February 21, 2023
Member Huhn motioned to approve the February 21, 2023 meeting minutes. Vice Chair Brush seconded. All
voting members in favor, none opposed.
8. Adjournment
Chair Perkins said he would be out of state next meeting so Vice Chair Brush would be the acting Chair.
Meeting adjourned at 7:24 pm.
