HomeMy WebLinkAbout1999-03-03 Sewer Committee Minutes � Sewer Committee __ Meeting Minutes March 3, 1999 Councilors Attending: Nichi Farnham, Pat Blanchette, Michael Crowley Staff Attending: Jim Ring, John Murphy, Brad Moore, Ed Barrett Meeting convened at 4:03 p.m. 1. Sewer Abatement Request - Me ANG 102 Maran Street This request comes in 1-2 times per year. Brad has asked Chief Wiggin if they could bring them in more often because of the amount. This abatement is due to the water they bleed out of their system. The pipes on the water side are from the 1940's and they are deteriorating to the point where they are causing a problem with water quality. The areas where they can drain off some of the water there is a constant motion of water through that piping the water quality is better. The City checks to make sure the water bleeding off the system is not � going into the sewer. During this time period the guard has used of $51,Q00 worth of water and they are requesting an abatement of $5,900. Councilor Crowley asked if the water is metered? Brad answered that it is metered. Ed Barrett suggested, since this comes in every year, to treat it like a secondary meter under t�ie meter program. Approved. 2. Sewer Abatement Request - 142 Pine Street • Brad explained that this is a typical landlord/tenant situation. The tenants failed to let the landlord know about the problem. Approved. 3. U�date - Staff Activities • Work is still continuing on the structures on the CSO project. • Staff inet to finalize the FY2000 sewer projects. The major one will involve a separation project in the Center Street/Montgomery down to Division Street area. Meadowbrook is a project that will be completed. • Jim will be attending the NLC Conference in Washington and one issue will be a meeting of the CSO Partnership. Staff will be talking with the congressional delegation regarding the CSO Bill that didn't pass through the 105�' Congress, but has been reintroduced. Congressman Baldacci has signed on as the co- � sponsor. A letter was received from Tom Allen who has also signed on. • John Murphy will be attending the annual meeting talking to the � Congressional Delegation on March 17. Councilor Blanchette asked about backup power for the WWTP and if staff had looked into this issue? Brad answered that he spoke to several engineering companies to get a budget price to do the engineering, which Brad has put in this year's budget request. The amount is $6,000 - $10,000. Ed commented that the DEP has indicated that if there is a major Y2K power problem, we are okay. Brad explained that staff is in the stages of putting together a contingency plan at the plant. Jim commented that with deregulation, the City may be dealing with a different company in terms of purchasing. StafF will be looking at back up generation including alternative generation. With no further business to discuss, the meeting adjourned at 4:29 p.m. � � 2
