Sewer Abatement Request: 226-232 Bolling Drive The property ovcmer requested an abatement due to a malfunctioning toilet. The toilet has been repaired and the landlord has checked with other tenants to ensure that there are no other problems in the building. The Committee granted the abatement. 2. Sewer Abatement Request: 395 Griffn Road Kathy's Catering at 359 Griffn Road received a sizable sewer bill prior to the time that the plumbing fixtures were connected to the sewer drains. A significant proportion of this bi11 most likely represents water which was used during construction and which did not enter the sewer • system. Mark Marquis of the City's Code Enforcement Department provided information which shows that a certificate of occupancy was not issued until July 31, 1998 and that the plumbing fixtures were connected to the sewer drains only one week before the certificate of occupancy was issued. Based on this information, Brad Moore computed an estimated revised bill based on the number of days during the cycle in which the building was actually connected to the sewer system. In addition, Mr. Moore suggested that the preceding bill from June also be abated since it is clear that none of the water used during that period entered the sewer system. After some discussion, the Committee approved the abatement. 3. Hampden Pump Station Maintenance Agreement 4. Hermon Pump Station Maintenance Agreement City staff reviewed drafts of contracts with the municipalities of Hampden and Hermon under which the City would undertake maintenance of pump stations located in those municipalities. Under these contraets, the City would mainta.in four pump stations located in Hampden and two pump stations located in Hermon. Hampden would be charged $25,000 per year for these maintenance services with an annual escalator based on the consumer price index for urban wage earners and clerical workers with a minimum annual increase of 3% and a maximum annual increase of 5%. The contract with Hermon would be similar although,with fewer pump stations, the annual chaxge would be $6,500 per year. The City has also offered, for an additional fee, to include various of these pump stations in the City's supervisory control and data acquisition system. At the present time, these contracts have not been forwarded to or discussed with ' • municipalities involved and come forward to the Committee for its review and comment prior to proceeding. In generai, the Committee was supportive of this approach. Councilor Crowley, � however, did ask that the City review the amounts to be charged to insure that a11 costs to the City are recovered along with a sma11 profit margin to assist in supporting the sewer utility. Staff indicated that they will return to the Committee with more refined versions of these proposals at a future date. 5. Update- Staff Activities ' Various members of the Engineering and Sewer Department staff updated the Council on the status of various capital projects and issues confronting the sewer utility. With no further business to discuss, the meeting adjourned. � �
