MINUTES OF HARBOR COMMITTEE MEETING
: JUNE l, 1993
The regular monthly meeting of the Harbor Committee was held
in the 3rd Floor Conference Room at 7 : 00 P.M. Committee members
present were Dave Bickford, Jim Blanchette, Win Stevens and Pat
Blanchette. Others present were Harbor Master Ben Glidden, Rod
McKay, Jim Ring, Steve Saliba, Win Hood, Bill & Jackie Campbell,
Bill Kaine and Linda Goff .
Dave Bickford called the meeting to order at 7 : 07 P.M.
AQenda Item #1 - Mooring Placements
Ben Glidden informed the Committee that six moorings had been
placed without permission before he came to work. They were placed
in the wrong locations . Some were not put in at the owners request
and therefore were not licensed. The Committee discussed the
possibility of putting out an RFP to set moorings instead of having
Bob Twitchell and Mike Delong just putting them in anywhere and for
people who haven't paid. Jim Ring said all we have in a map and
perhaps we need to get some reference points to avoid this problem
in the future.
� The Committee felt next year something different should be
done. It was decided that Ben, Jim Rinq and Rod McKay would get
together and notify Bob Twitchell to correct the situation.
Old Business
Steve Saliba informed the Committee that the Chamberlain
Bridge was going to be closed for the 4th of July parade and not
reopened until after the fireworks . The Fire Marshal would be on
hand and also they expect a Coast Guard vessel to help with boating
traffic. A concert is planned along the waterfront. Pat
Blanchette asked that Steve Saliba talk with the Police Dept.
regarding keeping Front St. clear for emergency traffic during the
4th of July activities .
Win Eiood, representing the Coast Guard Auxiliary, requested
that the City make an official request of the Coast Guard to be
present at the 4th of July fireworks .
New Business
Councilor Pat Blanchette asked that any activities in and
around the waterfront should be passed on to the Harbor Master.
� Ben stated that he now has a new Waterfront Activa.�ies calendar and
hopes that all will keep him informed.

Ben informed the Committee that Manna had a large tent at the
� waterfront on Monday, May 31 . He stated that children were all
over the place, throwing rocks and climbing around the banks . He
felt that some controls should be enforced if Manna were allowed to
come back again.
Safe Boatina Week The Coast Guard vessel will be arriving on
Sat. June 5th and will have an Open House Sunday from 12 to 4 . The
Auxiliary sent a mailing out to over 1,500 registered boaters in
the greater Bangor area.
The Committee discussed the deterioration of the bulkhead.
Jim Ring explained that the Community Development Department had
contracted for a bulkhead study to determine what options were
available to repair or replace the bulkhead. The study should be
completed by the end of June.
The Committee adjourned at 7:40 P.M.
