HomeMy WebLinkAbout1993-04-06 Harbor Committee Minutes � . , MINUTES OF HARBOR COMMITTEE MEETING • APRIL 6 , 1993 The regular monthly meeting of the Harbor Committee was held in City Council Chambers at 7 :00 P .M. Committee members present were Win Stevens-Chairman, Dave Bickford, Jim Blanchette and Councilor Patricia Blanchette. Others present were Harbor Master-Ben Glidden, Rodney McKay, Jim Ring, Patricia Stevens, "Doc" Arnold, Peter Staples, Erwin Hood, Jackie & Bill Campbell, Bob Daigle, Frank McGarry, Tim Seymour, James & Mary Carson, Wayne Carson, Steve Saliba and Linda Gof f . Chairman Stevens called the meeting to order at 7 : 03 P .M. AQenda Item #1 - ASSIGNMENT OF MOORING LOCATIONS FOR THE 1993 SEASON. Chairman Stevens explained the lottery for boaters wishing to change their mooring locations . Of the seventeen ( 17 ) boaters registered for the 1993 season, only 5 wanted to improve their locations . Before the lottery was held Harbor Master Ben Glidden asked that mooring location 405 be removed as it was too close to the docks . • The Committee voted to recommend that mooring location 405 be removed. Bill Campbell asked again this year whether a light could be put on the Old Bridge. The Committee recommended installation of the light last year. Jim Ring stated there was a problem installing it due to the truck load limit on the Bridge, but he would look into it again. Acrenda Item #2 - SAFE BOATING WEEK Win Hood, of the Coast Guard Auxiliary, explained that in observance of "Safe Boating Week" the Auxiliary had invited the Coast Guard to bring a vessel to the Bangor Waterfront. It would arrive on Sat. , June 5th at about 4:00 P.M. and depart on Sun. , June 6th at about 4:00 P.M. The Auxiliary wanted to be sure this was agreeable to the Harbor Committee and that there was space available. They also requested use of the park area under the Chamberlain Bridge to host a barbecue for the Coast Guard crew on Sat. evening. The vessel would be open to the public and Auxiliary members would be available to inspect boats . The Committee enthusiastically recommended approval of this request. Chairman Stevens asked Councilor Blanchette whether the City would like to send a letter conveying this, which she agreed to have done. . -1- � . . . It was suggested that a letter be mailed to all registered boaters in Maine marketing this "Safe Boating Week" and our . activities . In anticipation of the cost, Councilor Blanchette suggested that letters or posters be sent to all City Clerks in the State to be posted where all boaters registering their boats could see them. AQenda Item #3 NOTICES FOR RESERVING DOCK SPACE A notice will be sent to all boaters who reserved dock space during 1992 giving them first priority on dock space locations for the 1993 season. At present three boaters have indicated they will be returning. It was also restated that Harbor Master Ben Glidden has the authority to make final decisions on dock locations of individual boats for safety or other valid reasons . There was discussion on putting some kind of security system, locking device, signal device, buzzer, or motion light on the new docks . Jim Ring said he would investigate the possibilities . AQenda Item #4 RECOMMENDATION FROM HARBOR COMMITTEE ON PRELIMINARY REQUEST TO ESTABLISH PRIVATE BOAT USE FOR WHALE WATCHING - FISHING Doc Arnold explained to the Committee that he was looking into the possibility of operating a small business at the waterfront - whale watching, fishing, site seeing, etc . on his 30 ft. Chris Craft � which carries 10 and sleeps 6 . The operation would be strictly on a reservation basis . Committee members informed him tliat licensing with the Coast Guard would probably take 3 months . Also the City Council would have to approve his request and set the fee to be charged for loading and unloading. The Committee voted to support Mr< Arnold in his efforts and wished him well . .� Aaenda Item #5 OTHER ITEMS Frank McGarry came before the Committee concerning the possibility of the ship Nantucket coming back to Bangor on tour late in September. It would be open to the public and he feels it is a very educational experience for all who tour it. He wanted to make sure Bangor was interested in having it here again this year before encouraging its return. The Committee wholeheartedly supported the return of the Nantucket. Councilor Blanchette asked that an item be placed on the agenda _ for the next meeting concerning the election of officers . Win Hood told the Committee that the publication "Coastal Pilot" ($20 at Hamilton Marine) was the boaters bible. If he could get a � brief description of Bangor' s waterfront and what we have to offer, he would be happy to see that it got in the next publication. -2- • � � . . Steve Saliba in£ormed the Committee that the 4th c,f July Carporation would be shaoting fireworks off the Chamberlain Bridge � again th,is year duri.ng the 4th of July celebration. Harbor Master Ben Glidden reguested a yard light on the Harbor Master's building. Jim Ring stated he had already spoken with Reggie Burke in the Electra.cal Dept. and �.hey were looking into the situatiQn. Jim Ring told the Commi�.tee that the docks would probably be put i.n the water the 3rd or 4th week in April, or at l.east by the end of April. Steve Saliba, again thi� year, offered to spray Docks #l , #2 and #3 before they are put inta the wa�ter, if the City supplied the stain/sealer. Jim Ring said he would get toge�her with Phil Dam�.en and get back to Steve. The Meetin.g was adjourned at 8a05 P.M. . � -3- �
