HomeMy WebLinkAbout1993-01-05 Harbor Committee Minutes � � MINUTES OF HARBOR COMMITTEE MEETING • JANUARY 5, 1993 The regular monthly meeting of the Harbor Committee was held in the First Floor Conference Room at 7 : 00 P.M. Committee members present were Win Stevens-Chairman, Dave Bickford, Jim Blanchette and Councilor Patricia Blanchette. Others present were Rodney McKay, Jim Ring, Patricia Stevens , Steve Saliba, Bill Kaine, and Linda Goff . Chairman Stevens called the meeting to order at 7 : 05 P.M. AQenda Item #1 - Schedule for Mooring Registration Notice, date registration and fee due, and date Committee will hold lottery for available mooring locations . The Committee reviewed the draft mooring registration notice letter and recommended the $100 annual mooring fee should remain the same. The letter will be sent out on March l, 1993 and it was suggested that the letter include provisions for the three free nights (before June and after August, or on Mon. , Tues . , Wed. , or Thurs . nights during July and August, except on holidays) . The mooring lottery will be held at the April 6th Harbor Committee meeting. The Cammittee voted to accept the above letter and dates • with the suggested revisions . (Revised draft letter enclosed) Actenda Item #2 - Review of mooring, dingy float and dock fees . (See attached schedule of 1992 fees) The Committee reviewed the Bangor Landing Dock Fees, 1992 . Rod McKay handed out two handouts comparing the revenues and expenses projected in the FY 1993 Budget (for the period July 1, 1992 thru June 30, 1993) to actual revenues and expenses for the 1992 boating season (May to November, 1992) . He stated that seasonal and monthly dock revenues during the 1992 boating season of $17, 259 slightly exceeded FY 1993 revenue projections of $17 , 225, mooring registration fees of $3, 600 were slightly less for the 1992 season compared to the $4,000 projected for FY 1993, and transient fees for the 1992 season of $3,676 were substantial.ly less than the $7,000 projected for FY 1993 . Overall, operating expenses for the 1992 boating season of $25,752 exceeded revenues of $25,257 by $496 . The Committee felt that since the fees increased last year and with the downturn in the economy, the fee structure should remain the same for 1993 . Therefore, the Committee voted to recommend that fees for the 1993 boating season remain the same as the 1992 season. 1 __ ■ � � Aqenda Item #3 - Suggestians far advertising the availability of � dock space . The Commi.ttee, i.n looking for ways to attract more boaters, suggested that the Ci.ty staff contact: Off Shore Magazine, Downeast Magazine, Sou.nding Magazine, the Maine Times, �he Maine Publicity Bureau, as well as, placing ads in the Bangor Daily News , It was also suggested that an update be sent to the publication "Cruising Gu.ide ta the Maine Coas-t° . Another idea was to have a brachure made which cou].d be da.stri.buted at our harbor, as well. as o�her harbors, stating what amenities Bangor has to affer and what there is to do in and around Bangor. It was also suggested that we might want to advertise in the Mara.times, as a lo� of people haul their boat� to different harbor� . Counca.lor Patrici.a Blanchette s�ated that Bangor's waterfront had improved over the past two year� and naw was the time to actively pursue publi.city with ads, brochures, and pictures. It was suggested that �the events coardinatar for the Dawntown Develapment District, Mi.ke Dolley, might assist in preparing publicity and that Bangar 2000 be car�.tacted to see what assistance they could provide. Non-AcTenda Items Jim Bl.anchette brought up the hiring ot Ben Glidclen as Harbar • Master for the coming season. Ben had stated at the end o� last seast�n that he would be interested in the job agai.n this year. The Committe� vo�.ed to recommend Ben Gli.dden far Harbor Ma�ter. Caunca.lor Patrici.a Blanchet�.e said �he Muni.cipal Operations Cammittee had reviewed propased revisions to the Harbor Ordinance dealing �,rith the advisory nature of the Harbor Committee. The Harbor Advisory Committee will cont.inue to make recommendations to the Counc.il, as the Council rela.es an the boaters for their expertise in boati,ng matters . The Harbar Gomm3.ttee is scheduled to hold a la�tery on Tuesday, April 6th at 7s00 PM in the C.it� Council Chambers, at which time vacant spaces wa.Il be assigned to ather baaters . First choice will be given to boaters who have previously registered, but who may wi�h to try ta get a locatian c3.oser ta the flaats; after that, new applicants for moorings W�ii be given a chance to �el�ct the remaining spots .
