HARBOR COMMITTEE MEETING
• JULY 7, 1992
The regular monthly meeting of the Harbor Committee was held in
the first floor conference room at 7 :00 P.M. on July 7, 1992.
Committee members present were Win Stevens, Chairman, Dave Bickford,
Jay Shalhoob, James Blanchette and ex-officio member Harbor Master
Ben Glidden. Others present were Jim Ring and Linda Goff.
Chairman Stevens called the meeting to order at 7:00 P.M.
The first item of business was the Request for Free Dock Space by
Brewer Harbor Master Brad Collins. Win Stevens stated that Mr.
Collins had been in to see him. Mr. Collins was unable to attend the
meeting tonight. The two reasons Mr. Collins had requested free dock
space were (1) that this was going to be a hit or miss summer (he was
going to be in and out of the dock a lot) and (2) as the Brewer
Harbor Master he needed his boat ready to respond to any problems.
Win also stated that after talking with Mr. Collins, Mr. Collins said
he had talked with Russ McKenna and Rod McKay and he had no real
problem with paying when he was at the dock. There was some
discussion among the Committee members, but no support for the
request. Win Stevens said that if the City of Brewer had made the
request he might give it more consideration. Harbor Master Glidden
stated that Mr. Collins kept his boat at Winterport all last year.
. Dave Bickford moved to deny the request and Jay Shalhoob seconded the
motion. It was passed unanimously.
The second item of business was the Crazy Cruiser River Run
Event. Harbor Master Glidden said Judy Vardamis, Coordinator for the
Event, had planned to attend to update the Committee on upcoming
activities . She had called that eve�ling saying she was sorry but
could not make it. Harbor Master Glidden also stated that Mrs.
Vardamis had requested another meeting with City Staff concerning the
events.
Chairman Stevens brought up a third item for discussion.
Sometime between 8:00 P.M. Sunday and 6:00 A.M. Monday three of the i
rubber dinghies on Dock #2 were vandalized, one being Win Stevens. �
The Police Dept. was notified and Win Stevens has posted a reward.
Dave Bickford asked whether the rubber dinghies could be moved down
on the new docks. Harbor Master Glidden said there was not enough
room and .tt was really too far away.
Signs - Jim Ring notified the Committee that signs were being
made numbering the docks. He also had given the Police Dept. a
schematic drawing of the docks with the appropriate numbers on them. ,
He said he would provide copies to the Harbor Master to hand out to
the boat owners so they could better identify which docks were having �
problems, if and when they had to call the Police Dept. Iie also �
-, suggested that perhaps the dock numbers should be stenciled right on �
the dock floor.

Non actenda item - Win Stevens said he had talked with Councilor
Sawyer who was upset over the Delong situation. It was stated that
• after Committee and Council approval a letter was sent to Mr. Delong
notifying him of the results and suggesting he come in at his
convenience to sign the Dock Lease and supply other necessary
documents. Mr. Delong proceeded to put his docks in the water and
never came in to sign the Lease. Therefore the City Manager notified
him that he had until July 2, 1992 to execute the Dock Lease, � pay his
fee, supply insurance binder, and provide a signed statement that he
would not be coming back next year. Mr. Delong did comply with all
the above items and signed the Dock Lease on July lst. There was
some brief discussion concerning Mr. Delong and everyone agreed that
there should be no further problems.
Harbor Master Glidden told the Committee that next year some
consideration should be given to putting stipulations on the paying
of the mooring fee and getting 3 free nights as was passed by the
Committee this year. He said that several boaters used their free
nights during the 4th of July weekend and he lost several paying
customers due to lack of space. Perhaps it should be stipulated that
the free nights can only be used in the spring and fall or at slow
times - not during the busy period or on holidays.
There being no further discussion, Dave Bickford moved to adjourn
the meeting. Jay Shalhoob seconded the motion and t2�.e meeting was
adjourned at 7:24 P.M.

NOTE: Win Stevens told the Committee that he would be happy to
take them down the river on his boat some evening after
work.
