AGENDA ITEM #1 - C.O. 94-4 Prohibiting Parking - �idney Street
- Amenda.ng Chapter III; Art. 6, Schedule T of the
� Laws and Ordinances of the City of Bangor
A request has been made by the Bangar Fire Department �Ghat
parking on 5idney Street be res�ricted �o one side only (the width
is only 24 fee�.} in order to safely move their fire apparatus
through in eznergencies. As�istant Chief Dinsmore explained this

� The. Cornmittee noted .that a letter objecti.ng to this request
had been received from John Dawson {see attached} , Davicl Fiori., a
resident of Sidney Street, spoke in support of this reque�t.
� A mation was made and seconded to apprQve this amendment

AGENDA ITEM #2 - Review o� Proposed Parking Policy Regarding
� � Parking V�.ala�ions
� Police Chief Randy Harriman reviewed �the proposed parking
_ policy on parking violations to the Committee. .

�' AGENDA ITEM #5 - Discussion o� Milford Street Realignment
� John Lord presented a summary of the proposed plan to realign
; Milford Street as part of a proposal by Dr, Francis. Rittridge to
t undertake a ma�or .expansion of his . medicai facilities located
betraeen Essex Street and Mary Snow school.
The plan would include a new entrance onto Braadway lacated on
; land owrzed by Dr. K.ittridge. Across from �this location, the
' intersection of French Street - and Broadway wauld be relacated in
order to create a 4-way i.ntersecti.on which would include traffic
signals and various turning lanes. A�cess ta Mary Snow Schaol
� would be maintained by an easement. The existing Milford Street
waul.d be cut-off at some p4int behiztd the entrance ta the Good
Samaritan Agency sa that traf�ic would nat be ab].e �.o cut across
from Braadway to Essex. A pedestrian walkway-from Essex ta Mary
. Snow School would be maintained.
Staff indicated that they supported the general concept but
reminded .the ,Committee that- the proposal would be subject to the
rezaning process. Staff aiso indicated.: �that� . Bangor School
Superintendent Doughty had been involved in r�viewing the proposa7.

" also spoke ta the Gommi.ttee regarding the proposal and responded to
. que�tians from the Committee. �
� There was' concern raised about the design of the Milford
� Street_ turn around �at the Essex Street end) . ,
� Staff agreed that there will have to be sufficient turn-around
' area in order to drop off children far school. Specific details
. will be worked� out as the :pracess proceeds. .. The zoning process
will be coming back ta the Planning Board and C&ED Cammittee at a
' l.ater time»

AGENDA ITEM #3 - Executive Session - Land Disposition
� The Cammittee at this time voted unanimously to go inta
Executive Session to discuss land deposition issues,
AGENDA 2'�'EM #h - Praposals for Redevelapment of the Vi.ner Bnilding
; Letters of Interest were requested an the Viner Buildi.ng after
� no formal responses were received :�o the City�s recent RFP. Two
a interest�ed garties responded to the Letter of Interest invitation.
� They are Bruce Broakings and Peter Camplin. Bath parties have had
� tours of the bua.lding.
Staff is recommending at this ti.rne that the Sea Doq Brewing
Campany be considered as the tentative develoger af the Viner
` Buildinq by the Committee and City Council. The time frame for
tentative develoger status should not exceed 60 days; this will be
sufficient time to wark out the datails of ei.ther an option
agreement or lease agreement.
�- A motian was made and seconded ta reconunend that the Sea Dog
` Brewing Company be designated as the Viner Building "Tentative
� Developer" . Sa voted.

Dear Gary & Members of the Economic Development Committee,
In case I cannot attend your meeting I would like to go on record as
being opposed to your ban on parking on the east side of Sidney Street
from Main Street to Third.
� The hilly nature of Sidney Street makes a ban on one side of the street or
the other sensible but unnecessary on the portion of Sidney Street from
Main St to Lot 130 MAP 25.
Banning parking along this portion near Main Street would create a hardship
to my business as well as forcing people to park on the west side of the
street which would interfere with trucks desiring to deliver to Miller's
Restaurant.
I also own the building at 19-21 Sidney Street, a multi-family dwelling �
which needs the on street parking not needed on the other s'ide of the street
since there are no dwellings there just Millers parking lot.
