HomeMy WebLinkAbout1994-08-24 Recycling Committee Minutes � A � RECYCLING C�MI��IITTEE MEETING AUGUST 24, 1994 Members Present: Gerard Baldacci, James Tyler, Jim Ring, Arthur Stockus, Bill Shook and Jerry Hughes Meeting Called to Order: Councilor Baldacci called the meeting to order at 6:30 PM Minutes: A motion to accept the minutes from the Ju1y 20, 1994 meeting was presented by cauncilor Baldacci and seconded hy Councilor Tyler. The rninutes were accepted and will Ue placed on file. Recycling Center Update: Arthur Stockus explained that recycling tonnage continues to increase. �utside communites that use Bangor's facility are now providing approxirnately 50% of the recyclables which are processed monthy. Jerry Hughes provided committee members with the current market update from the MRRA Marketing Cooperative. � Old News Print(ONP) $76.00 per ton Old Magazines $46.00 per ton Old Corrugated Containers $121.OQ per ton Glass $9.00 per ton Tin Cans $15.00 per ton delivered loose-not baled to Ind. Metals Us�d Clothing $80.00 per ton Milk and water jugs $186.00- $ZOS.40�er ton Arthur Stockus stated that the actual value of recycling materials are being tracked to insure that proper figures are annotaded on monthy reports. Avoided costs at PERC are now $47.OQ per ton. Revenues to ciate for recyclables are $15,024. Revenues due in from recent shipments are approximately $S,OQO. Councilor Baldacci su�ested that a summary of recyclables fr'om outside communities would be sufficient for future reports, Councilor Tyler asked Arthur Stockus if any recycling services were being offered to outside communities at no charge. Arthur Stockus explained that the processing of recyclables from outside communites is based upon a $7.1Q handling charge for baled material and a $16.SQ charge for material that is delivered loose, for processing by Bangar staff. Newsletter: T'he fourth edition of the newsletter has been mailed recently at a non profit status. A recent route change in rural areas has required that 800 copies of the letter were distributed to Glenburn, � Herman and Levant. Dispite the increase in the number of the mailings, the non profit status has saved appraximately $400 in xn�ziling costs. The next edition of the news letter is scheduled for mid Octaber. � Model Cities Program: Conversations between Jim Ring, Dick Unruh and James Doughty have cdntinued through the summer. The school department is making every effort to comply with the suggested requirements outlined in the Model Cities Program for schools. Recycling pickup in the schools will continue this Fall. Old Business: T'he proposal from International Paper (IP) to recycle the new six pack carriers made from cardboard is an issue that Arthur Stockus will be examining. These container carriers could be incarperated into Bangors recycling easily and would be processed with cardboard. ��e are awaiting a fact sheet from I.P. Presently, Bangor Beautiful has moved out of the Chamber and is storing items in the Armory. Arthur Stockus is suggesting that Bangar Beautiful be housed at Public Works. Bangor Beautiful would be expected to fiuYvsh their ouTn phone and to �lay an active rale in the development of future newsletters and the educational aspect of recycling in lieu of rent. Tlus issue will be brought to the Municipal Operations Committee in September. New Business: � Ar�hur Stockus expressed his concern regarding the recent Maine Waste Management Agency Reasonable Progress Report. The Maine Waste Mangement Agency does not recognize Barn Waste and reclaimed asphault as recycled materials. As a result of this ruling, Bangor's recyling rate was decreased substanctially. Arthur will be meeting with Jody Harris on August 30 to discuss tlie rating system in detail. Those communites that tiid well reported only the Residential collection and processing, and reported no commercial volumes. Councilor�aldacci suggested that Bangor make every effort to appeal the recent 19%recycling rate. Arthur Stockus will appraach Jody Hairis regarding this appeal at the meeting on August 30, 1994. Councilor Baldacci metioned that he had a recent conversatian w�ith Mr. Jack Eisentrager of Birch Hill Estates regarding the collection of recyclables. Arthur Stockus explained that Bangor would welcame the participation of Birch Hill in our recycling program. Residents from Birch Hill would be required to deliver items to the facility. Arthur will be making contact with Mr. Eisentrager regarding delivery dates etc. Councilor Baldacci also requested that Arthur Stockus make contact with City staff and individuals in Capehart to address the collection of recyclables in that area. Large amounts of trash that are placed out at curbside dictate that we may not be recovering suf�icient volumes af recyclables. � � Comments, Discussion Items: Jim Ring mentioned that meetings have been held recently witli the EPA. These meetings have addressed questions regarding new guidelines. Bill shook expressed a concern about what items the Ma,ine Waiste Management Agency classifies as recycled.
