Nleeting was called to order at 7:30 a.m.
1. Rebuild �gine #2 (Fire Depar�tment)
Chief Foley explained purpose of request to rebuild the body of enginP
#2. The mr�tor has already been rebuilt and preventive work has also been
done on the pinnp. Work will be done by Pie�ce Manufacturing, Inc. for an
estim3ted cost of $8,000.

� 2. Purchase of Pawer Unit (Fire DeparL-rr�nt)
Chief Foley explained request for pawr-�x unit to operate the jaws of life.

$5,028. Seconded by D. Soucy. Passed 2:0.
3. E�r�xgency Purchase of SocLitun Bisulfite (WWTP)
Brad Moore of the WWTP explained that this is an �nergency purchase due to
an error in estimzting when the ch�m.icals would be needed. 'I'he chc-�r�icals
are used to dechlorinate the effluent, which is chlorinat.ed during the
treatment process. Varbal quotes were tak�n and the rec�ndation is to
the law bidder W. H. Shurtleff & Co., Hrewpx, ME for price of $5,332.50.

for price of $5,332.50. Seconded by D. Soucy. Passed 2:0. M. Frankel
also rec�nded that the verbal quote be follaw�d. up with a written

4. Extension of Contract with Rc�ss Labs for nutritional products (City
Nursing Facility)
• Pellegrino presented request of Nursing Facility Administrator to e,xtend
the contract with Rc�ss Iaboratories, Columbus, QH for one year for the
purchase of nutritional products. M. Frankel questioned if this had gon�e
• to bid, and if not why not. Pellegrino responded that this may be the
second year of multi year contract frcan a full bid a year ago, but he
expected the Nursing Facility Ac�mirListrator to be in attendance to present
her request.

• one year for the purchase of nutritional pmdiicts. Seconded. by D. Soucy.

an inappropriate r�quest for cantract exte�sion, and that one year ago the
Ccgrmittee approved. a one-year extension for a concluded thre� year
contract. Purchasing Agent advised Nursing Facility Administrator that
this contract must be su�mitted for bid. Extension of contract wi.].l not

Pellegrino explained that bids were received and opened yesterday, and
reccam�nded award to the law bidder Hughes Hmthe.rs, Bangor, ME for price
of $78,750.

2. Council Resolve 93-465 -- Appropriation Resolve for Traffic Signal at
Stillwater Avenue and West Ma11 Entrance
Lord presented. itFsn. PlarLn�nq Board has appraved a subd.ivision with a
condition that the developer, Liberty Group, install a traffic signal at
the West Mall entrance and Stillwater Ave. 2"here ha.ve been a rnunber of
accidents and co�nplaints about this intersection. 'I"here are funds
avai.lable in the Traffic Tm�act Fund, which would be used. for this
i nStallation by City cr.�rs. T'he cost will be re.imbursed. by the developer.
• Installation should be ccanpleted within a mpnth, and wi11 depend upon
receipt of controller unit.

on Dock 11, Building #462 to low bidder Roof Syst�ns of Maine, Bangor, ME
at price of $16.750. Pellegrino and Ziegelaar explained. that this is
preventive maintenance n�asure. Builcling is used. nwstly for aircraft
• storage. Bid prices were rechecked due to the range of prices, and law
bidder confirn� pricing.

#462 to law bidder Roof Systc�ns of Ma.ine, Bang�or, ME at price of $16.750.

c. BIA Hanger No. 1, Roof R�place�nent (Airport Depart�ent}
Pellegrino presented. rec�ndation to award to law bidder Maine Roofing
• Service, Oak.land, ME for price of $74,000. Pellegrino and Ziegelaar
explained. that the building houses Telford Aviation. That the roof has
not been worked on since City took possession in 1968. Existing roof will
be replaced with a rubber m�nbrane, EPDM material which is mr�re elastic
than other ma.terial c�nly used.. Roof has a ten year warranty. Alternate
#1 is not being awarded. at this time. It is for replacement of gutters,
and decision has not been ma.de about the condition of the gutters.
R. Stone questioned whether the unit cost for treated liunber and decking
could push the final cost of the law bidder's w�rk beyond that of the next
law bidder? R. Stone requested. that award be made subject to verification
of warranty tenns be-tw�n law and next law bidder, and that unit cost of
law bidder for ltmiber and decking is negotiable.

price of $74,000 subject to verification of warranty ternis between law and
