Meeting was called. to order at 7:30 a.m.
1. Bids:
a. Union Street Recreational Parking Lot (Engineering)
Pellegrino presented rec�ndations to award contract to law bidcl�ex,
Central Ma.ine Paving, Dav+�r-Foxcroft, Me for bid price of $93,514. D.
Soucy moved to award bid per rec�ndation. No Second.
R. Stone raised. a question as to why the lot was being pa�ed instead of
caver in gravel or stone, and the monies used for pa.ving elserahere.
• Pellegrino advised this was a Jobs Bond Project, and funds were restricted.
to the projects proposed, as to why the initial proposal is to pa.�ecl.
in�tead of use a gravel lot, the answer would have to ccet� frcan
engineering. Itc-sn delayed until Jim Ring arrives.
b. Renovations to International Enterprise Center Builcling #271 (Econ�ic
Develo�nt)
Pellegrino presented rec�ndation to award cantract for renovations to
law bidder, for base contract, Alternates would be added. to the contract
later if there is sufficient time to ccanplete and available funding frcan
other Airport Job Bonds Projects.
D. Soucy maved. award of renavation contract for base contract to law
bidder J. A. Languet Construction, Belgrade Lakes, Me for price of
$253,680. Seconded by J. Sax1.. Passed 4:0.
c. Air-Conditioning S�ist�n (Golf Course)
Pellegrino presented. rec�ndation to award contract for installation of
ais-conditioning syst�n at Golf Course to law bidder Dca��stic
Refrigeration, Bangor, Me for price of $3,660.
Questioned was rai.sed. about the ampunt of space to be cooled.

Installation is for restaurant area and does not include locker roo�ns, or
other areas of the Clubhouse.

Pellegrino presented rec�nda.tion or award of contract to purchase
office workstations frcan the law bidder, Creative Office Interiors,
Bangor, N1� for price of $6,611.48.

e. Barn Rera;r� (Bass Park)
Pellegrino presented rec�nda.tion to arnrard contract for rePa�rs to the
horse barn which burned last year to the law responsive bidder H. B.
Contracting, Bangor, Maine for price of $14,497, subject to approval of
funding by the City Council
Questioned was raised. about the urgency of rebu.ilding the ba.rn naw, given
the possibility that the City may withdraw frcgn horse racing. Dy�r
explained. that this barn provides running water for the aivmals and
� trainers, which if unavailable will require the water to be carried. by the
horseman which is a problem. This barn pravided. the most �nities for
the horses and the hors�nen. It also houses approximately 45 horses, and
last year there were approximately 300 horses on site. M. Frankel also
responded that repa.irs are needed naw for the up coHning season, and that
forcing hors�nen to carry water wnuld cause a probl�n in attracting a
suitable supply of horses.

Bangor, Maine for price of $14,497, subject to appraval of funding by the
City Council. Seconded. by J. Saxl. Passed. 3:1. Voting yes: D. Soucy,
J. Saxl and M. Frankel. Voting No. R. Stone.

R. Stone addressed. question to City Engineer as to why the parking lot was
being paved instead of graveled? Ring responded. that this was part of the
Maine Business Enterprise Park Jobs Bond Project, and funcling was limited
to the project and not transferrable to other uses. The lot will have 150
to 170 parking spaces, and a gravel lot will increase the cost of
maintenance.
Shibles explained. that sunilar to the baler probl�n, transfers of Job
Bonds monies must be inside of the originally appraved project or within
eye sight of the site itself. Given the delay in obt-��n�ng state appraval

on the baler issue, the sta.te would not be able to respond to a use of the
funds outside of the e�sting project.
� D. Soucy responded that this is the wrong time to raise concerns about the
use of approved. funds for projects appraved by the City Council The time
to raa.se and address concerns about ccxnponent parts of projects is before
the Council when the piroject is approved, and not when bids are canpleted
and contracts are being award�d.
M. Frankel responded that if the city goes back to the state naw for a
reuse of approved funds, achninistrative politics will affect the city in
the future.

2. Personal Pmperty T� Abat�nent
Quartararo presented. rec�ndation to abate PP 55221 Coarsminication
Resource Associate, 1992 taxes, principal balance $298.75 and interest
$41.42. Campany left Bangor, and the outstancling taxes were assessed July
1991. Quartararo read letter fran ccanpany's attorney, Rudman & Winchell
tha.t it is being dissolved and is offer5ng other creditors 50 cents on the
dollar. T'heir i�quest to the city is to accept the pa.yment of the the
• principal and no interest. M. Frankel rec�nd acceptance of offer since
the ccanpany came to the city with the offer, and wi.thout that offer the
city wc�uld not be collecting anything.
D. Soucy maved appzroval of tax abates�r�nt of PP 55221-92 for the anwunt of
$340.07. Seconded. by J. Saxl. Passed 4:0.
3. Gharter Ghange
Quartararo reviewed stat�x�t within the packet explaininq -�e suggested
changes to the charter affecting financial matters. Questioned. was raised
as to whether to take each change as a separate question of a single
question. Quartararo rec�nded a single question, M. Frankel
recammended same. Questioned was raised about timing. Originally it was
thought that there was a June election which is why this work has been
done naw, but since there is naw June election, and cost of election would
not
naw justify refvnded debt savings, this can be delayed for Naveqriber.

Pellegrino updated the Co�rrnittee with infonnation concerning electrical
d�rnand charges at Bass Park. Pellegrino also updated Cce�mittee on
contract wi.th Ji�rmy Vardamis for restaurant concession at the Golf
� Course. Due to legal research, contract will need a revision to hr�ld city
hannless for injuries to contractors eanplayees. R. Stone raise question
about the actual cost of resta.urant renavation, and whether the concession
contract will recover the cost of impmv�nts.
4. Executive Session -- Workers' Ccar�nsation Settl�nt
D. Soucy maved g� into Executive Session concerning Workers' Campensation
claims. Seconded. by J. Saxl. Passed. 4:0.
