4. Council Order 94-243 "Suppl�nental Appropriation of Unanticipated
Revenue [and Reserve] Fund for Fire 5tation No. 5"
Barr�tt presented it�sn, which ap�ropriates $27,091.21 for Fire Station No.
5. Due to a contractor failing to pPxform, the perforniance bond issuer
has paid the City $12,459.85 as the increased cost for coaripleting the job
wh�xi the contractor pulled aut. The $14,631.36 will be appropriated frcan

reserv� account for cost av+�rrun.s. Pellegrin� explained that an invoice
for this project was incorrectly charged to another project and by the
time the error was di.scavp.red the apparently avai].�1� €�n_d� wnx+e s�eri�.
. Barrett noted that of the $6 million in jobs bond pmjects, this is the
only one that went av�r budy+et.

law bidder Gateway 2000, North Sioux City, SD for price of $3,162 with a
nc� cost upgrade to Pentium chip. Software for ecamainity cl,�velogr�nt
pirograan is being donated, and ccanputers to run the softwar� are needed.
D. Saucy questioned th�e vendor -- has the city dorbe ba�siness with the3n
before and what type of equigr►ent is being pravided? Pellegrino respond,ed
that Gate�ray is a large catalog co�rrputer vendor who markets equigrnrit
un�i,er their own logo. City has not �►,rrhased frcan Gateway before, but the
ccsnpany is well ]mawn in the industxy and is corrrparable to Dell ccamput�rs.
C. Foppex maved award contract for purchase of 2 ccanputers to law bidder
Gateway 2000, North Sioux City, SD for price of $3,162 with a nc� cost

c. Auction S�rvices (City Wid+e)
Pellegrino presented recoa�meridation to award contxact for auction services
. to D. A. Folscgn Services, Inc., Gardiner, ME alternate proposal for 8� of
sale proceeds. Use of Folscen allays the inclusion of city equigr�nt in a
regional construction equigrnnt auction on June 18, 1994 to be held at
Dysarts. There is no cost to th,e city for advnxtising. Equipmeait is
insured at the site. As a regional auction, Folscen will attract m4re
interested parties than a local auction, and the expectation is for highex
sale prices. Est�mates are for $100,000 in sales of city equiprYient.

Quartararo requested a rec�ation to City Council that an o�r
directing proceeds be d�eposited to equigrient or capital reserv� accounts
unless r�venues were anticipated and appropriated be appraved at the n,�xt
Council meeting. This will allaw proceeds frcBn sale of equigrnxit to be
segregated and used for future equigr�nt acquisitions. Ccermittee agre�d

Pellegrino presented rec�ation to award contract for saiiwn bisulfite
to law bidd,�r W. H. Shurtleff, South Portland, ME. for price of $1.02
gallon. Product is used to rc�rr.�v+e chlorine frcen effluent. The high
bidder Harcross Ch,�nicals was n,early thre� times highex because they
suxmitt:ed a bid for 100� solution rath�er than th�e 38� solution requested
• in the specifications. Adjusting their pricing to a 38� solution would
put thpsn a second law bidd,�r rath�r than the high bid.

is too deteriorated and the space too restrictive to atte�rrpt en,capsulating
the material.

7. Barr�tt advised Ccarm.ittee that th,e skid-stc�x loadex purchased frcen
Ingraham Ford last year has made pmblc�ns since it was purchased, that
naw includes metal filings in the hydraulic syst�n. Ingraham Ford has
offered a nEw unit with a trad�e in of the existing unit for an additional
cost of $2,500. Arhn�n�Gtration wr�uld like to proceecl with this
acquisition before th,�re i.s furth,�r deterioration of the current unit.
P. Blanchette mav+ed authorize ac�ministration to proceed with trade in t�ve
current skid-steex loader for a new model at an additional cost of
$2,500. Seconded by D. Soucy. Passed.
