BASS PARK ADVISORY COMMITTEE MEETING
OCTOBER 21, 1992
SUMMARY
PRESENT WERE: Councilors - Baldacci , Blanchette, Frankel and
Saxl ; Staff - Butler, Dyer, Peters and
Thompson; members of the public .
Meeting called to order at 6 :45 PM by Councilor Frankel .
Discussion of date application for 1993 harness racing
season. At the November 4th meeting of the State Harness
Racing Commission, we will amend our original request
( October 15) from 53 days to 36 days ( 33 regular; 3 fair
� dates) . tSee attached list ) . We will not request dates in
opposition to any parimutuel fair.
Peter Cran�, President of Downeast Harness Horsemen' s
Association, indicated that this amended request was in line
with the recommendation of his membership .
The staff will work with the Finance Director and City
Manager' s of-fice to compile final figures for the 1992 race
meet . These figures will be made available to interested
parties and will form a basis for all decisions pertaining to
the fate of racing for 1993.
A chart showing total handles for the years 1975-1992
(attached ) was presented . It was pointed out by Mike Dyer
that the 1992 handle was slightly better than the 18-year
average, yet the meet could lose over � 120,000.00. An
illustration of the financial problems facing a 1993 meet in
Bangor--to simply keep pace with a 2% per year inflation
factor, Bangor would need to handle at least 4 million
dollars in 1993.
Doug Clendenning requested a profit/ loss accounting for the
years 1975-1992 and offered some figures he has to help with
what might be a formidable task .
• The horsemen will �form a committee of three or four
� representatives to champion their interests during
discussions regarding the 1993 season.

A decision of whether or nat we will continue the winter barn
operation and a policy for renting, should we continue, witI
be made and in place by January 1 . Until then, the current
rental pnlicy will remain in effect .
Clarence Peters brought the cammittee up ta date an the
capital project�. He reported an estima�e of �4$,400 to
repave the barn area. The committee had requested the
estimate. A di�cussion af capitai pro3ects en�ued .
Cauncilor Blanchette requested a meeting with horsemen' s
representatives, staff a.nd committee be�£ore the next
schsduled mesting. Na date se�t.
Gouncilar Blanchette asked that Gene Dean from Fiesta 5hows
and/or Pat Muleahy �£rom Uptawn Festivais be invited ta the
next meeting .
• Councilor Saxl inquired into the relation�hip of Uptown
FestivalstFiesta Shows,
The date sar the next meeting was �et for Thursday,
November 5, 1982, at 5:30 PM at the Civic Center.
Councilor Blanchette moved to adjourn. Councilar Frankei
secanded at ? :20 PM.
