Meeting was called to order at 7:30 a.m.
1. Request for Special Meeting of FirLnre Cce�mittee of June 30th at 7:30 �
a.m. by Furchasing Agent for the Year End ItFsns.
Pellegrino presented request for F�nanr.e Ccarmittee meeting to be held on
June 30 for awa.rd. of bids and other year end work. M. Frankel questioned
why there we.re itc�n.s to coame on the last day of the fiscal year, and why �
they were not planned. R. Stone suggested allawing the appropri.ation to
lapse on June 30 and hav� departtr�nts ccane back in next fiscal year and
request reappropriation, or authorize carry over. D. Soucy agrec�d with
� questioning late sukan.ission of bids, but due to the length of Finance
Ccgnmittee agendas rec�nds going forward with the request.
Consensus to schedule meeting June 30th at 7:30 a.m.
2 Lease Postage Machine -- Treasury Office
Qua.rtararo presented it�n for leasing postage machine frcan Pitn�y Bc�ra�s
for impraved efficiency in the treasury Office. R. Stone & M. Frankel
responded that there is co�npetitor in Portland with better and more
reliable e ,;�nent.
J. Saxl maved. to hold it�m until June 30th. Seconded by D. Soucy. Passed
4:0.
3. City Clerk's Office -- Transfer of F�nds
Quartararo presented request to transfer $2,500 frcan contingency to City
Clerk's budget for i.nstallation of security glass for pmtection of
doc�xits. This iteqn was discussed wh�n. Voter's Registxation windarnis wnx+�
inGtalled. but action has not been taken.

• 4. Counci.l Resolve 93-304 " Appropriation to Credit Res�tiv+� �,ind"
Quartararo presented. request to transfer $250,000 to credit reserve fund
under Council Resolve 93-304. Excess revenues are in auto excise tax and
state-revenue sharing.
M. Frankel moved reccam�ndation to City Council to apprave Resolve
93-304. Seconded by J. Saxl. Passed 4:0.
5. Counci.l Order 93-305 " Cancelling the 1993 Harness Racing Nleet at Bass
park Effective June 30, 1993"
Quartararo distributed. consolidated. report of ineet to date based upon the
daily reports f�can Bass Park. Reports are to be reconciled to accounting
records and checked for accuracy. Avexage handle is $69,289; average
ai ly expenses are $13,803; net additional inccane i.s $2,167 therefore
daily losses avexage $3,987. Acc�nulated losses to June 13th are $31,898
and estimated for end of n�et are $104,000. Average handle wr�uld have to
increase by $27,353 to mzk+e up for losses (approx. $96,600) .
R. Stone requested Finance Director's rec�ndation for cont�nn;ng meet.
Quartararo responded. that nUmbers indicate cont' ��ng losses but that
policy decision for maintairLing meet is the council's which rnust detennine
if the losses offset scarie other social or general econcanic gain.
• Dy�r responded that Bass Park and racing participants will wr�rk to recaver
the losses, but that he does not see a long-tenn change in harness racing.
M. F`rankel indicated that racing is not what it used. to be. It is
affected l�y the ecancanic times, ccxnpetition for gambling dollars and
weather. If a business is mpved out of a location than there must be a
plan to replace that business with another, i.e.: if stop racing the city
must be ready to bring in concerts, craft fairs or other events to makeup
for the loss of business.
D. Soucy responded that finding replac�nt business for the racEway
should not be the deciding factor on whether to discontinue racing.
Vardamis ccamiented on racing during the fair in the �venings, where the
extended m�et has been davn; or racing during the fair only.
Dyer responded that handles fell during the fair. Traditional point of
view is to follaw Blue Hi.].1, having sponsors without wac�xing. Business
sponsors provided the purses th�reby reducing expenses.
Clendenn:i.ng noted that managem�nt payroll of $2,928/day is lik,e paying 14
to 15 people $200/day. Questioned what the raceway was getting for that
amr�unt of money. Dyer responded tha.t the apportiorunent plan is the same
for a nurnber of years, and cavers the annual;ized cost of apportior�r�.nt
aver the revenue producing races of the mset.

. - •C�endenning noted that hors�nen and others have made ccanmitments based
upon the meet da.tes, and that stopping the meet on June 30th wc�uld cause a
hardship and probl�ns for horsc�r�x�. and othexs. R. Stone responded that
� the ccarmit�nent of the City Council is to the taxpa.yers.
M. Frankel noted that mset is already in the hole $32,000, questioned
whether the meet can be kept close to even through June 30. If trend
closer to �ven by adding $1,000 to $1,500 through increaser r�venues or
decreased. expenses then reex�ine city's position an June 28th. R. Ston,e
responded. that if ineet can keep handle at $93,000 to $94,000 th�n he would
support continued racing. M. Frankel noted that racing is continuing
th-Cough June 30th anyway.
Frank Edwards (Orrington) spoke that he runs several horses and is
concerned about racing. Questioned pre-meet adverti.sing; business which
contributed blankets did not receiv+e recognition; after Sunday's recorcls
handle of $93,000 and new track record tv story was done because he
conta.cted. tv sta.tion -- no one is contacting tv. Much could be done to
increase handle if council deqnands a break even situation, but a break
even can not be done this year. Clayton Smith has not ev�erything in hi.s
power, but Edward.s questions ccermi-tment frcan other positions. The,re will
be improv�nent over last year, but at the Feb. meeting the charge was for
substantial imprav�nt not break even -- civic center and auditorium are
not break even.
Dyer responded that Owen Butler contacted the three tv sta.tions on Nlonday
a.m. and WLBZ filmed and aired report on the 6 p.m. news that evening.
Current advertising budg+et is $15.000 dawn frcan $37,000 last year and
e advertising is radio and print. Attendance t1�.is year av+e. 756, last year
673. Period 88-91 ave. attendance was 722; therefore attendance is up
without increase in advertising dollars. Advertising will not get people
to an ev�nt they are not interested in -- he is not disappointed with
advertising for this meet. Horsc�nari claimed they would sell 100 -150
blankets, to date they sold 13 blankets.
No action was taken by the Ccarimittee. For the June 28th meeting R. Stone
requested. updated incc�ne statc�rients to reflect depreciation and other
costs.

Me for price of $12,979.50. Seconded. by D. Saucy. Passed 4:0.
e. Stainless Steel Wear Rin� (Wastewater Treatm�nt Plant)
J. Saxl mavcd award of contract to law bidder Hisco, Inc., West Hartford,
CT for price of $3,212. Seconded by D. Soucy. Passed 4:0.
f. HVAC Syste�n RQxiavations (Police Station)
Pellegrino explained that this is a re-award of contract to second law
bidder, R. J. N1�rin, Inc., Old 7.bwn, me for price of $31,709. The initial
awardee was The Holden Ccempany, Portland, Me for $26,456, but the ccanpany
filed for banlmiptcy protection and can not perfor[n the contract. A
perforn�ance bond was not secured because the value of th�e contract is less
than $50,000. This action will ratify the awa�rd made by the City Manag�x
under the Maine Jobs Bond Council Order which gave the City Managpx
authority to do what was needed to get the projects done.
