1. Spring Clean-up '
Arthur Stockus and Jim Ring presented a plan for holding spring clean-

2. Dogs on Private Property i
Erik St�unpfel presented 2 proposed �dinar�ces relating to animal control

lease law (see attached). Daug Farnha�n, a resident of th�e Fainrr�unt
n,eighborhood, spoke on the ord�na*u-es. He indicated suppc�rt for an e�anded ,
pooper scooper ordinance. He objected to an expand�ed leash law indicating he
felt th�e exi.sting state law was adequate. l�ss Mcicenna indicated the ArLimal
Cont,ml Officer had visited th,e Laurel Circle area but had r�t seen many
animals. Russ indicated l�e was r�ot S11rpZised given ttbe visibility of th�e �
Animal Control vehicle.
The Cce�mittee recamn�ed. that the poaper scooper law be sent to the
Council for first reading. It will then return to the CcemLittee for anoth�x
chan�ce for public ccam�nt. The Coa�mtittee did not agre� to serxi the expar�ed
• leash law fo�rard.
3. Sewer Abat�ent R�quest -- All Sauls Church
Ralph Mishou presented a sewer abate�nt r+equest for Al1 Souls Church.
Z'he Church alleg+es that a contractor left an autside house connscted and
pressurized. 2'he hose broke and a substantial airount of water was lost prior
to identification of th�e problem. Ralph recamier�ed a reduction frcan $781 to �
$293.55 based on the cost to treat clean water. Pat Blanchette spoke in
opposition � �; g the church should go against th,e contractor. If it was
their awn fault, th�y should pay the full cost. Charles S�llivan acJreed that ,
there was negligence on the part of the Church or its agent. Bill Col�en
r�ted that under the reccamtiendation, the City's actual costs for treating the ,
lost water w�uld be recavered. Ed Barrett indicated that he wr�uld prepare an
pY�i nanc�g ��lt to recogrLize a procedure for granting abate�,nts in
i�rn���al C,i�c�unst�es and brinq it back to the next Cce[[[�ittee meeting. Pat
B1ancYvette mav+ed to deny th,e abat�_nt. Died for lack of a second.
Blanch,ette maved that the item be referred to the full Council. Passed 2-1
(Cohen in opposition) .
