�Meeting: Thursday,June 23, 2011
City Council Chamber
Committee Members in Attendance: Art Margan, City Engineer; Daniel Cassidy; Daniel Field; Richard
Reinhardt, Pat Blanchette, City Council Representative; Charles Lango, Cauncil Alternate Representative;
Guests: Tanya Pereira, Business Developrnent Specialist; Tracy Willette,Parks and Recreation Directar
Minutes fram the May meeting were accepted as distributed. The addendum to the minutes was not
received by all committee members and will be re-attached to this manths minutes.
I Project Updates
• The Dock 4 replacement under the BIG grant will go out far bid this fall with the intent that the
repiacement of Dock 4 will be in place for the 2012 season. The current dock 4 sections will be
adequate for this year.
• Quates are being sought new shower facilities in the Harbor Mastex's building, replacing the
shower in the ald structure which will be taken dawn.
• The security camera an Dock 4 is not fiznctioning. The city is seeing a rexnedy for this.
� The Small Vessel Access will be installed as soon as the Army Corps of Engineers issues the
required permit. It is hoped this will be in tirne to have a formal dedication at the Penobscot River
Revival festival on the waterfront July 16.
� • The movernent of the Concert Stage further down-river was discussed. It was felt important that
this activity nat interfere with other citizen:s using the waterfront, whethex it be access to the
current docks, the new small vessel access ar simply to the park itself
• Foad Takeout Service — Preliminaxy plans were reviewed fox a proposed building near the
downstream end of the bulkhead to serve as a faod takeout service. Preliminary drawings were
reviewed. Points discussed were:
o .The importance of elevation in the event af floading. Art Morgan indieated plans were for
the building ta be one foot above the"100 year"flood plane level.
o Handicap access with this elevation requires specific site design, which is being looked at
by the Landscape Architect.
o City Sewer 4verflow management will require same space in the structure.
II Marketing the Waterfront.
Tanya Pereira discussed a 3 stage pracess far marketing the waterfront consisting of:
1. Com�tetitive Analysis and Market Research:
• Focus graups could be helpful
• Review of past prese�t and fiiture users
• Some of this has been done in the past (e.g. the S�aall Vessel Access Forum)
and that infortnation should be reviewed.
2. Product Development:
• Sma11 Vessel Access, Lighting & Security, Shawer Facility are alI in
progress
� • Moorings need to be addressed. Art Morgan indicated the City's desire ta
pursue this once the Small Vessel Access perrnit is completed.
• Fuel availability—In the past not felt possible, or essential with ather acess
available on the river
• Private Glperation shauld be readdressed, particularly with the budget aly
allowing a part-time harbormaster positxon.
3. Market_ in�and Advertising
• Develop a brand identity for the Bangar HarborlMarina/Waterfront
� • The Brochure should be revised and available early enough for the
following year (? November}. The Brochure should be brought to a higher
level
o An eas�-to-access website with
a Information on facilities and services available
o Calendar of Events /Links to pertinent sites
(VVaterfrontCancexts.com,AmericanFolkFestival.com BassPark.com,
etc�
o Tide infarmation
o Listing in key coastal guidebooks, advertising in key publications
o Cooperative advertisements with ather Penaboscot River towns
The next step in this process will be a work session 6 PM, Thursday, July 21 in lieu af the July
regular harbor co�nmittee meeting. The goal will be to further define priorities, and to work out a process
to achieve these goals.
