was presented a� an, update ar�d no specific Ccxnnittee action was ��;�ed.
2< Annual Spring Clean-TJp. Publ.,ic Warks Din�tor �tockus revi�wed the
ds�tails af sprs.z�.g clear�-up. Stockus discu�sed the advertisem�nt t�hat
� wa1l. appezr in the local pa.per. The Ccs�m.ittee expressed concern about
refrigeratars and air-conditionex� containing freon and, after
da.scussi.on, decided t��at they should be �cluded frc�n pick-�p. AEter
review of the propo�ed schedule, the Cc�nni,.ttee gave i.ts appx�crval to
pxoceed wi.th advert�ing and clean-up week.
3. Propased Bus Fare Increase. R. Farrar r�v�ieweri with the Cc�t�rn.ittee the ,
ratioxa�,le �or pzroposing an incrnase in the existing Bus Fare stn�t�ure.

Projectior� shaw that the net revenue gain fram an a.ncr�:ase would equal ;
approxasnately $22,OQ0. Councilor Blanchet�e s�ated her suppc>rt �or the
propasal and noted �hat �those wha �� eld�rl�r or lc5w inc� �uld be
eligible for discount ticket�, and thus wrna�ld not bear the cost a� the
increa�e. Conmittee Me.�ribers noted that s�crice users w�..re �ortuc�ate �ha.t
there had not been an in.crease during the past six years, bu� that this
irzcrease was necessazy -�o continue to parovide the same 1�1 of service,
The Cc�mlittee voted ur�►r�i�nously to rec�ru3 passage to fihe Council.

4. L7pdate: R�sult of Cancession Bid Awards, D. Pell�grinv revi� with �

Pellegrino noted that the City wc�uld entertain any proposals on the
Waterfront as they cca� fozward, but to date, there ha.d b�_n no intex�st.
The Canan.ittee gave their consent to the results of the bid process. �
5. Grant-Connrnuiity Policing Pro'Ls. Chief Harr.iman explained that grant
funds are available frcan the Federal Gavernment for tracking offenders of
damestic violence. The pn�posal that the City would like to suka�iit would
be for a camputer systFsn to track and ccxnbine certain d�stic violence
data that is currently on four segarate syst�ns. HarrSman further
described the benefits of having such data available i�diately and,
after further review, the Cc�mittee authorized. su�mission of the Grant
proposal, subject to full Council approval.
6. Request for Use of SidewaLk. Kevin McLellan, awner of the Da.ily Grind at
32 Broad Street, requested pe.nnission to locate thr� sn�11 tables and
chairs outside his business. He explained. that these �uld not interfere
with the sidewa.lk right-of way as there is sufficient ro�i on that corner
for both pedestrians and tables. He sezves light breakfast and lunches.
The C�mittee nnanimously approved his request.
7e Review of Proposed Noise Ordinance. 'I'his it�n was continued fran the
last Municipal Operations Conmittee meeting, pencling further inforn�atian
fn�n the Police Ghief Harriman. Randy briefed the Cc.g�m.ittee on
enforcement issues that would be req�ised by the Ordiuzance and about the
costs of ac �iring the sound meters (±$1,100) for the testing. Jim
Timnons and Angela Nickerson of BCN1C both spoke in favor of the proposal.
Councilor Blanchette e�pressed her resezvations about the Ordinance and �
whethex it would solve the probl�n. Councilors Soucy and Sullivan
indicated that this was a positive step to address a well knc�m dawntawn
probl�n. Z"he C�ittee voted 2-1 (Blanchette approv�d) to rec�nd
appraval to the Council.
With no further business to ccane before the C�mittee, the meeting was
adjourned at 5:15 p.m.
