Rediscussion of Aaron Mayu's R�quest for Waiver of Non-Residen.t � NS�ibership Policy at Bangor MurLicipal Golf Course � During the last meeting the cca�mittee voted 4-0 to deny the request. T�Gt fall the MurLicipal Operations Ccermittee established a policy that � turned aver any non-resident m�nberships to residents. �.ron Mayo had been , an �nplayee of the golf course and was allawed to play golf two times a week ' during certai.n hours at no charge. Apparently, Mr. Mayo was unaware of the policy change and subsequently he did not renew his m�mbership. After leaving his position at the golf course, Mr. N1�ayo applied for a mr�nbership but was denied. i Mr. Mayo's request for a waiver was den.ied. � � ' 2. Resu�ii.ission of Shelter and Care Application - T.J. Martzial, Ccermunity , DeveloFxnent. Ccat�rnuzity Development is seeking a fedexal grant frcen Housing and Urban I D�lopment which would allaw the City of Bang�or to refer people with special needs to certain area agencies. If these agencies agree to enroll these � people in support sezvices then HUD will pay their rent instead of the City of Bangor. Also, HUD will give the City of Bang�r a fee for ad�ministering the program. Projected revenue frcan the fee is $80,000 over five years. , No fozmal vr�te was taken, but it seeqns the cannittee supports the resu}�tiission of the application. ! i � 3. Council Ordinance 93-309 - Skateboards and Bicycles The ccanmittee discussed an amended version of the current o�riinance prohibiting the operation of bicy�les and skateboards in certain parts of the city. Discussion centered around the follawing changes: a) Under the existing ordi.nance skateboard.s are prohi_bited frcan operating on the City str�ts in the C-4 zone. This zoning , � designa.tion no longer exists under the current land use plan. C-4 has been changed to Danmtawn Develo�rit District in the am�nded p�i nanrg, � � _ __ _ — __- _I i ' b) The definition of "bicycle" under the exi.sting ordi.nance e�cludes any bicycle with a wheel of less than 16 inches. Hawever, mountain bikes • have wheels that are less than 16 inches. The amexlded. o��nanrg � att�cnpts to include this new style of bicycle. � c) The fine pravision of the current ordinance provides for fines of $25 to $100. That has been changed to $50 to $200 in tne amended ordinance. d) The new ordinarice expands the definition of skateboard, but excludes wheelchairs and baby carriag�s. e) Under the current o�inanre biCyCles cannot operate on any city sidewalks and can only operate in parks in accordance with the parks ord.inance. Small children's bicycles had been e�luded under this p�i nanc�@ �ause their wheel size was less tl�an. 16 inches. Z'he new ordinance would prohibit all bicycles regardless of size frcam operating on any sidewal.k in the city. Concern was expressed that sma.11 chi.l.dren should be allawed to operate their bicycles on residential sidewalks. f) As with the current o�dinance, the amended vexsion w�uld also prohi.bit , skateboards and humari propelled advances froan operating in any part of the dawntawn develo�nt district. An amended version of the ordinance will be ready for the coa�m.ittee in ttn�o weeks. • 4. Ken Gibb explained this Ccarmittee w�uld advise the BAC'I'S 'I+echnical SubCce�¢nittee on a variety of transporta.tion issues. The Cc�mittee wr�uld pravide neeci�d public ;T,t under both State (Sensible Transportation Act) and Federal (ICE-T) regulations cancerning transportation. Banc�or will be entitled to four representatives on the Ccanmittee. 5 applications received. in total. Councilor Blanchette rai.sed. concern.s about handicapped representation. K. Gibb indicated that at least one position on the Ccar�ittee wr�uld be designated for a handicapped citizen. After Cammittee review of the five applications, the Ccarmittee voted to rec�nd to the City Council t�at the follawing individuals be named to the Citizens Advisory Ccnmittee: Karl Norton, Andrew Sturgeon, Redington Rc�bbins III, and Michael Shirley. 2. Manaqe�nt Contract for Sawyer Arena. � Dale Theriault pravided the Canmittee with background concerning the reasons for considering a Manag�snent Contract between the City and Banc,�or Youth Hockey Association (BYHA) for operation of Sawyer Arena. Dale also reviewed with the Cca�mittee a proposed Manag�xnent Plan if the City should enter into such an arrangement. 'rhe Plan cavered. Manage�nt �eam, Market Situation, Sales and Prca�x�tion, F�nanre and proposed. 1994-94 budget. City Attorney Sttmrpfel circulated and. reviewed a proposed Facility Manag�r�nt , and Ma.intenance Agr�nt that has been developed aver the past sev+eral months between representatives of BYHA and City staff. Representatives frcan the City and the BYf�, indicated that the parties are in agre�nt regarding the piroposed. doc�nent. On a mr�tion by P. Blanchette, the Ccarer�ittee voted unanisru�usly to rec�nd that the Council approve the proposed Managc�nent and Maintenance Ag.�e�ent. 3. Request for Release of City-awned. Proper� - Grant's 'I`railer Sales. City Solicitor St�npfel briefed the Cceranittee on the background of this issue invr�lving a title dispute aver one parcel of land at the Queen City N�bile Hc�e Park. Stwnpfel and Sam Lanham, representing Queen City, have thoroughly researched. the events surrounding an undischarged lien on the property dating back to 1930-31. After lengthy review, Stu�npfel sta.ted tha.t the City should release the title to the propPxty. He indicated that wi.th new inforniation obtained through recent additional research, he was able to make hi.s rec�ndation to release title. It was then movcd by Councilor Blanchette, seconded by J. Saxl and voted. t�nanimn�ly to release title in the property to Mr. Grant. Counci.l Order wi11 be prepared. to finalize the Coammittee's action. • With no further business to cane before the Ccarmittee, it was maved, seconded and voted to adjourn at 5:25 Fari.. Rc�bert W.
