Councilors Present: Blanchette, Sullivan, Popper, Tyler
Staff Present: Ed Barrett, Jim Ring, Brad Moore, Russ McRenna
1. Sewer Abatement Requests
Jim Ring introduced Brad Moore to the Committee. Mr. Moore will
be replacing Ralph Mishou as Superintendent of the Sewer
Treatment Plant upon Ralph's retirement. Mr. Moore presented
the abatement requests.
a. Amy's Dispatch. �
Amy Lindsey of Amy's Dispatch has requested that the Council
�
reconsider her request for an abatement. .Account showed high
water use for one quarter. Use has returned to prior levels. I
No reason given/known for this high use except for a toilet
which sticks at times. Water District has checked water
meter and found it operating correctly. Toilet was not fixed �
even though notified in July by Water District that toilet I
was leaking.
Councilor Tyler moved to deny. Seconded by Councilor Popper. �I
Unanimous denial.
• b. Sylvia Bishop.
High water use resulted from leaking bathroom fixture.
Fixture was repaired after owner recognized problem. Owner �
is elderly and on fixed income. Bill was $164.03, 'I
approximately twice normal.
Councilor Popper moved to reduce bill to $82 .29 (normal Ili
usage plus cost to process additional clean water) . I
5econded by Councilor Tyler. Abatement approved on a 2-1
vote, Councilor Blanchette dissenting.
Councilor Tyler indicating a continuing need to formalize I
abatement process in City Code. City Manager indicated that a
revision of section of code dealing with sewer charges will be
prepared to deal not only with the abatement process but also
with base sewer study recommendations made by CHI2M-Hill.

2 . Request to Orc,�anize Earth Day Fair--Hayford Park �
This item was tabled at request of applicant.
3 . Status of Commission/Board Applications '�
City Clerk Russ McRenna provided Committee members with II
• applicant books. Sixty-two applications for forty-three ;
positions . The Clerk requested guidance on how to proceed. The �
Committee instructed the Clerk to set up first interview date

for February 7th meeting. Requested that Clerk coordinate �
process with Bill Cohen, Committee Chair. Councilor Blanchette
requested that Clerk contact tenant organization regarding
• Tenant Commissioner position on Housing Authority Board. Also
requested that every effort be made to complete appointment
process before budget process begins.
4. Sludge Processing Facility
City Engineer Jim Ring informed the Committee that he was
recently contacted by EPA officials who indicated that City must
apply for sludge composting facility within next two weeks to
keep funding alive. City must also begin the process of securing
local share. Order authorizing application will be on Monday's
agenda as will first reading of bond order.
We are currently refining cost esti.mates for this and other
sludge disposal options. Monday's actions will not commit City
to a certain course of action. Workshop will be held within
next several weeks to review status and formulate
recommendations .
