Pellegrino, Purchasing Agt. , B. Ziegelaar, Airport Dir. Excused: T. Sawyer The discussion followed the agenda, as attached. Bob �iege_laar briefed the Committee members on the current status of the terminal proje_ct. He explained that currently the project is within budget, with approximately $319 , 000 . 00 left for contin- gencies . The cost of the structural stability add-on for the I .A.B. will have to be paid for out of that reserve . Negotiations regarding that cost factor are still on-going and could fall any- where within a $50 , 000 . 00 to $275 , 000 . 00 bracket. Further discussion centered around contractor/architect/owner conflicts and the effort by the Purchasing Agent, as well as the Airport Director, to contain cost overruns . Ziegelaar explained that the project has been troublesome as a result of numerous change orders . Ziegelaar next provided details about the Airport ` s parking Lot • expansion. He related that the project was proceeding relatively well and is still wel.l below budget. The original contract amount did not include curbing and paving. Since then curbing has been added to the contract and paving will be accomplished under the City' s paving contract. A number of smaller changes were made to facilitate the operation of the parking 1ot and which will allow for short-term and lon.g-term divisions . Ziegelaar indicated that the current operator of the lot ,APCOA, has an option to extend its contract until 1996 by matching the highest bidder.. He propos�ed that instead, a straight forward negotiation process be used and that Ken Gibb, Director of Economic Development, join him in that task.. He also explained that there is ample information available about other airports to determine what would be an appropriate return . for the Airport' s investment: Councillor Sax1 questioned whether bids might need to be solicited. It was decided that if the contract can b.e extended this would not be the case. Council- lor Frankel asked about the completion date and Ziegelaar respondecl that it would appear to be early August, providing the City obtain a paving eontract. Ziegelaar further explained ,that the overall Airport parking situation will be addressed and an effort will be made to overcome anticipated complaints by making an effort to "pave the way" with some positive advance publicity. Due to the cost of the card reading systems, it will become necessary to charge minimal fees to certain categories of users . � � , � � ,. . � � There was substan�.ial discussian about,. the variou� DEP project� . Ziegelaar up-dated the coznmittee about the status of the retention pond and th� possible f�nding aptions. He. further explained . the status o� the F.A.A. ' s regional b�zdget an.d Bangor' s level of eligibility. This year, Bangor is the third highest funded airport in New England, a€ter Boston and Har�.ford ($2. 2 Mj . A �ur-ther up-date was provided concerning severai other DEP as well as Capitol �nves�ment projects . The final topic af discussi.on was the current statu� of labor rela�ions and the orqanizational structure of the Airport.
