OTHERS PRESENT: Various Bangor Residents (See attached listing) Sister Norberta, St. Joseph's Hospital • Don Evans, Chief Operating Office, St. Joseph's Hospital The meeting was called to order by Committee Chair, Councilor Chris Popper, at 5:00 PM. ITEM#1 - C.O. 96-408 -Amending Parking Ordinance Chapter III,Article 6 of the Laws & Ordinances of the City of Bangor to Create Schedule XV- On Street Paxking - Resident Parking by Permit Only There were a number of citizens in the audience who offered comments about the proposed amendment. William Read, of 87 Montgomery Street, was concerned about the potential inconvenience of such an ordinance in terms of impromptu gatherings at residents homes and unexpected visits from friends and relatives. The Planning Officer handed out a list of items which would have to be addxessed in the process of implementing this ordinance amendment. He noted that there would have to be a number of procedures put in place for the permitting process for both residents and visitors, for example. Also,he noted that the ordinance itself might need to address things like the effective time of the residents-only prohibition in the area. After some discussion, Councilor Popper moved to amend the proposed ordinance to add • a limitation on the time of the Ordinance application from 6 a.m. to 5 p.m. Monday through Fridays. The motion was seconded and passed unanimously. Councilor Popper also moved to add a Section 4.7.2 to Section 4.7 to "sunset" this provision in the Parking Ordinance on November l, 1997 unless the provision is extended by Council action. This motion was also seconded and passed unanimously. __ � � 2/ • Councilor Tyler raised a�question about application of this Ordinance to other areas in the City and whether this would set a precedent which could be an administrative burden on the Ciiy. After further discussion of the pros and cons of the proposed amendment,the Community and Economic Development Committee voted unanimously to forwaxd the proposed amendment to the City Council for passage. ITEM#2 - C.O. 96-409 -Amending Parking Ordinance Chapter III,Article 6 of the Laws & Ordinances of the City of Bangor-Emergency Vehicle Exception This is a companion item to C.O. 96-408. Staff noticed on review that the City's Parking Ordinance does not contain an exception for emergency vehicles. This amendment will provide a limited exception for police, fire, ambulance and rescue vehicles. A motion was made and seconded to approve this item as presented. So voted. ITEM#3 - C.O. 96-410 -Amending Chapter III,Article 5, Section 17 of the Laws and Ordinances of the City of Bangor- One Way Streets -Pearl Street In response to residents requests,this ordinance would change the section of Pearl Street • in the Garland Street/Mount Hope Avenue block from one-way back to two-way by deleting the previous language which included both blocks between State Street and Mt. Hope Avenue. After some discussion between Committee and residents with respect to their needs for parking, Committee motioned and seconded to recommend this amendment be indefinitely postponed. ITEM#4 - Lease with ASCO Corrugated Economic Development Officer, Stephen Bolduc, reviewed a lease with ASCO Corrugated. This is a newly acquired business and the owner wishes to extend for another yeax the lease for 2,500 sq. ft. of space in Building#92 at 104 Maine Ave. ASCO Corrugated originally began in the Bangor International Enterprise Center and has leased the space in Building#92 since April 1, 1995. StafF recommends approval of this lease amendment under the terms and conditions as set forth. A motion was made and seconded to approve this lease as presented. So voted. ITEM#5 - Code Enforcement Update • No items to report. 3/ � ITEM#6 - Planning Update Planning Officer John Lord updated the Committee on the recent award to the City of Bangor from the Northern New England Chapter of American Planning Association in celebration of the Octoberfest. City Mayor, Patricia Blanchette, accepted this award on behalf of the City. The event was held at the Sea Dog on the Bangor's waterfront. ITEM#7-Community Development Residential Rehabilitation Loan- 72 Fruit St.,Single Family T.J. Martzial, C.D. Housing Resources Coordinator,presented this loan request to the Committee. A motion was made and seconded to approve this loan request as presented. So voted. ITEM#8 - Community Development Residential Rehabilitation Loan- 39 Sixteenth St., Single Family T.J. Martzial, C.D. Housing Resources Coordinator,presented this loan request to the Committee. • A motion was made and seconded to approve this loan request as presented. So voted. ITEM#9 - Community Development Residential Rehabilitation Loan- 243 Grove St., Single Family-Additional Loan Funds T.J. Martzial, C.D. Housing Resources Coordinator,presented this loan request for additional funds to the Committee. A motion was made and seconded to approve this loan request as presented. So voted. With no further business at hand,the meeting was adjourned at 6:00 PM. � �
