Councilor Palmer called the meetin.g to arder at 6:05 PM and requested that recycling committee
members introduce theznselves.

The minutes from the(Jctgber 27, 1998 meeting were appraved as written and will be placed on
file.
Recycling Repor~ts:
Arthur Stockus reported that recycling tonna�e frorn outside comrnunities was sliahtly down
for the m4nth�f October and that re�enues from materials s�ld for the manth totaled$8,.682.
Revenues year to date far recyclin� sales total $34,�27. Market prices for recyclin� items are
� declinin�with inixed plastic below S 100 per ton. �lrthur explained the pr4cedures used for
market%ng and sellin�recyclables and informed councilor Palmer of how the i�IR�ZA plays an
imporCant role with marketing, sales, and reimb�zrsement to regional ca3nmunities. Bill Philips
asked if the weight assaciated with tin cans was included 'zn the avoided cast fbQures. Arthur
replied that tl2eir was no revenue received for the tin cans and that tin can wei�ht was part of the
avoided cost figures.
Recycling Education;
Arthur Stockus sta.ted that recycling education was an ongoizag cormmitment to the recycling
prograzn and that discussions on educatian t�ften surfaced durin�recycting cammit�ee meetanas.
Arthur also said that Kathy Csuerin had recently displayed recycling educational material d�.�ring
the America Recycles Day event that was held on Sunday,Ngvember i 5, 199$. Jahn Hanson
stated his ideas abaut recycling education and informed councilor Palnner that his feelings were
that chilciren are the best resaurce for educating parents about reeyc3ing. The committee then
discussed particulars abaut the educational pracess and how to best irnplement recycli.rag
educatian. Alan Kochis suggested that schooi principals be ct�ntacted early regardina the
possibility af promotin�recycling poster competitions thraugh the Bangor Schacals. Axthur
Stackus expressed his concern abaut the Iack of PSA's covering recyciing issues and mentioned
that he will be contacting Jara:et Smith of Channel2 in the near�uture. Arthur also infarmed
� counczlar Pa2mer that Bangar Beautiful`s �nission statement includes recycli�ng education and that
Bangor Beautiful will play an important role with the recycling education process. Jerry Hughes

mentioned that he would make the corrections to the recycling flyers that will be distributed at
• #he curb and will educate the recycling drivers as to when and how to issue these flyers to Banjor
residents.
America Recycles Day:
This item was referred to the next scheduled recycling committee meeting.
Leaf Collection Update:
Arthur Stockus briefed the committee on leaf pickup for this year. The ECO biodegrada.ble
bag was promoted this year and 10-15% of the residents have used the bags this season. A larae
number of people have used the leaf site at Public Works for their leaves and tr�c to that y
facility is high on weekends. There appears to be a smaller leaf crop this year which may be due
to tne stress to tne trees that occurred during the ice storm. Presently, Bass park is completely full
of leaves,the Finson road site is almost at full capacity, and the Griffm road site has recently
began taking leaves. Approximately 900 tons of leaves are composted and are used to produce
1,000 cubic yards of loam annually for City projects.

� Close Meeting:
The meeting was adjourned at 6:50 PM. Final discussion from committee members focused on
the next meeting date. There will be no recycling committee meeting scheduled for the month of
December. The next scheduled meetina will be on Tuesdav evenin�January 26. 1999 at 6:00
PM.
