Harbor Committee Members in Attendance: Art Morgan, City Engineer; Daniel Cassidy, Peter D'Errico;
Dan Field, Pat Blanchette, City Council Representative; Jerry Ledwith, Harbormaster
The Minutes of July 21,2011 were accepted as distributed
I Project Updates
• The replacement docks under the BIG Grant are expected to be completed this winter.
Engineering is considering several designs.
• Small Vessel Access—The newly intalled dock for small vessels required some additional support
shortly after installation, but otherwise has been serving its purpose well. Use by other vessels
occurs on occasion. A stripe and signage on the edge of the dock was discussed as a useful tool to
prevent this
• Consideration of development of a restaurant in leased space on the waterfront continues.
• "No Wake" speed limit buoys have been approved by the Coast Guard. Given the late date in this
boating season, placement will occur beginning in the 2012 season. The permit will allow buoy
. placement in future years.
� The monument (without fountain)will be relocated to the waterfront from West Market Square.
II Waterfront Securitiy and Safety during Concerts and Other Waterfront Activities
• The need for improved security during the waterfront concerts and other activities was again
discussed.
• Live cameras to a monitor at the police station, gates at the dock gangways were all advised. Any
ensuing harbor irnprovements and activities should have a priority on ensuring security.
III Fee Structure
• The fee structure for dockage was reviewed, including trends over the past several years and
compared to trends in other local Maine Ports.
• The Committee voted unanimously to recommend to the Transportation and Infrastructure
Committee and the Council that "The 2012 fees schedule for the waterfront remain the
same"
IV Army Corps Channel Restrictions.
• Currently use of the river for moorings and other activities is on hold. After discussion with the
Army Corps' local representatives, the City Staff does not feel future activity will be permitted
under the prior 1990 permit and that the only alternative is to seek reclassification of the segrnent
of channel off the docs from a "Federal Channel" to a "Federal Anchorage". This process will
require an act of Congress.
• • The Committee voted 3 to 1 (D'Errico, Cassidy, Field yea, Councilor Blanchette nay) to
recommend to the Transportation and Infrastructure Committee and the Council that "The
City undertake to change the harbor designation from that of a "Federal Channel" to a
"Federal Anchorage."
V Old docks
• Art Morgan indicated that sections of dock have been leased to Hamlin Marine in recent years.
These docks, as well as the docks used this year for pock 4 will not be necessary with the
� replacernent docks under the BIG grant.
• The Committee voted unanimously to recommend to the Transportation and Infrastructure
Committee and the Council that "City Staff seek the sale of the least docks, and the
remaining Dock 4,with proceeds used to enhance dock security"
This committee meeting time will be changed to 5:30 PM,preferably on the 3`d Thursday of the month.
