Presentation from the" Build the Babe in Bangor" Group. Jay Martin, speaking on behalf of the Build Babe in Bangor Group, explained � - the proposed project to construct Babe the Blue Ox nextto the Statue in Paul . Bunyan Park. Mr. Martin provided a history of Paul Bunyan including his father's ' involvement with the statue and their plans for the addition of the Ox. Mr. Martin also briefly reviewed the two page outline/schedule that would culminate with the � official unveiling and dedication of the new statue on July 4, 2016. Normand Martin stated that he has already begun working on a scale model of Babe. The Committee � discussed,the proposal at length, including fundraising, ownership, maintenance, and the process to approve the request. Several councilors expressed support for the � concept. The City Manager noted that by Ordinance, the Cultural Commission is charged with reviewing and making recommendations regarding Public Art and Statues. The Committee discussed whether to send the request directly to the , Council or to the Cultural Commission. Councilor Plourde, who serves on the Cultural Commission, recommended that the established process be followed and that this � request be sent to the Cultural Commission. Councilor Baldacci urged that the process move along expeditiously. It was suggested that Caitlin Brooke, staff � representative to the Cultural Commission meet with the Group following the completion of the agenda item as a starting point, as both parties were in attendance. Referral—Council Ordinance 15-203, Amending Chapter 28, City Departments of the , Code of the City of Bangor, by Updating Departmental Structure. ; ' � Assistant City Solicitor Nicklas explained that this ordinance amendment would update the city's departmental structure contained in the City Code to reflect � changes that have been proposed as well as those which have already occurred. These include eliminating references to departments that no longer exist, realigning , public works and water quality management (formerly the Waste Water Treatment) ; as separate departments, moving the fleet maintenance division to public works, and i � � eliminating references to residency requirements that are unenforceable due to ! conflicts with current state law. Following a brief discussion, it was moved by Councilor Sprague, seconded by Councilor Baldacci and voted to recommend z � approval of Ordinance 15-203 to the City Council.
