City Solicitor Chair Perkins called the meeting to order at 7:00 P.M. LAND DEVELOPMENT PERMIT 1. Land Development Permit Application – Site Development Plan – 333 Webster Avenue – Map-Lot R27-001- Land Development Permit Application – Site Development Plan for proposed grade and fill of a wetland, tree removal as required by the FAA, loam and seed in tree removal areas, new tees and golf course hazards, and erosion and sediment controls, at the Bangor Municipal Golf Course, located at 333 Webster Avenue, Map-Lot R27-001, in the Parks and Open Space District (P&O). Applicant: City of Bangor. City Engineer John Theriault presented to the podium to describe the work being done: • Will involve tree removal for the runway approach; some have already been removed • Filling a 5,000 square foot wetland; submitted to DEP for a Tier 1 permit for that. This is a hidden hazard for golf and a maintenance issue. • Everything will drain the same; not really changing the grading Member Saucier asked if this would have to come back [to the Planning Board] once things grow back in that zone. Theriault said this would be planned for a 20-year lifespan. Member Huhn asked if this was a new FAA regulation. Theriault said that it was not, that the trees were just tall enough now to not comply. Bangor International Airport Director Tony Caruso approached the podium – explained that this was part of a runway Page 2 | 3 City of Bangor Planning Division Planning Board Meeting Minutes – Tuesday, February 7, 2023 rehabilitation project; they have been monitoring the trees over the last several years and they’re now at the point of being a problem. The species they’re replanting with would probably not be a problem in 20 years. Planning Analyst Collette clarified to the Board and the public that the application for the land development permit was for the grade and fill and the loam and seed after the tree removal, not for the tree removal itself. There was no public comment. Member Huhn motioned to approve the Land Development Permit Application – Site Development Plan for proposed grade and fill of a wetland, tree removal as required by the FAA, loam and seed in tree removal areas, new tees and golf course hazards, and erosion and sediment controls, at the Bangor Municipal Golf Course, located at 333 Webster Avenue, Map-Lot R27-001, in the Parks and Open Space District (P&O). Applicant: City of Bangor. Member Saucier seconded. Vice Chair Brush asked if there was a need to mention the DEP permit. Chair Perkins stated that it was his understanding that it was a requirement anyway, so there was no need to mention it. All members voted in favor, none opposed. 2. Land Development Permit Application – Site Development Plan – 2630 North Bangor Road – Map-Lot R11-002-C - Land Development Permit Application – Site Development Plan for new parking area, removal of an outdoor display area designation, addition of several recycling process area designations, and revegetation of gravel areas at property located at 2630 North Bangor Road, Map-Lot R11-002-C, in the Urban Industry District (UID), Contract Urban Industry District (UID*), and Rural Residence and Agriculture District (RR&A). Applicant: AIM Recycling USA, LLC Chip Haskell from Haley Ward approached the podium to present the project: • There have been quite a few changes to the site over time, including some unpermitted ones that have happened since plan approval in 2016, such as changes to the display area and a new parking area. Nothing is really changing on the site at this point except some revegetation; other changes have already been done. Member Saucier asked about the area being revegetated – will it be in the same drainage area as the area where gravel’s being added; does it all go down to the pond? Haskell said the revegetated area would drain down to the railroad, so would not be caught by the pond. The area with gravel runs off to a fairly heavily wooded area. There was no public comment. Comprehensive Plan Check-in Krieg stated she would be sending out the implementation draft tomorrow. She would like to have agenda time on the 21st for the public to review and comment on it. This determines what gets worked on first, how it gets funded, etc. Chair Perkins stated he didn’t see why it couldn’t be reviewed at the next meeting. Krieg stated that she left the timeline open for March to leave time for Council and Planning Board to review. Krieg clarified with Perkins on the final public hearing for the plan versus the February 21st public meeting. 4. Meeting Minutes - January 17, 2023 Member Huhn moved to approve the January 17, 2023 meeting minutes. Vice Chair Brush seconded. All voting members in favor, none opposed. 5.
