Summary
The applicant and owner of the property, CLT Properties, LLC, is seeking a zone change to the Multifamily and
Service District (M&SD). The change to the M&SD district would allow for expanded uses on this lot, including
a large daycare, business or professional offices, and a greater number of residential units than would be
allowed in URD-1 or URD-2.
The neighborhood has a mix of URD-1 and URD-2 lots, with some NSD lots nearby on the corner of Fruit and
State Street and some M&SD lots two streets over from the subject property. The lot is close to State Street
and walkable to goods and services, as well as schools, healthcare, and transportation.
The 2012 Comprehensive Plan has this area as low density residential.

ORDINANCE, Amending Chapter 165, Land Development Code, District Map by reclassifying the property
located at 30 Otis Street, Map -Lot 054-208-A from Urban Residence 1 District (URD-1) and Urban Residence 2
District (URD-2) to Multifamily and Service District (M&SD).
WHEREAS, at present, the zoning of the property restricts the owner to operation of a small daycare and
they would like to operate a larger daycare;
WHEREAS, the Council has expressed a desire for more childcare options in the City;
WHEREAS, the property at 30 Otis Street is walking distance to goods & services, as well as schools,
healthcare, and transportation;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor District Map is amended to reclassify the property addressed at
30 Otis Street from Urban Residence 1 District (URD-1) and Urban Residence 2 District (URD-2) to Multifamily
and Service District (M&SD).

Please accept this memorandum as the recommendation from the Planning Board for the noted item.
The Planning Board considered this item in a posted and noticed public hearing on February 21,
2023.
The meeting was conducted in the Council Chambers at City Hall and on Zoom. Members in
attendance in the Chambers were the Chair, Reese Perkins, and Members Ken Huhn, Don Meagher,
Ted Brush, Trish Hayes, Mike Bazinet, and Josh Saucier (voting.) Jonathan Boucher was recused
from the matter.
Tim Pease from Rudman Winchell represented the interests of the owner/applicant. He reviewed
their plans to make improvements to the site and the building to accommodate more students and a
drop off area.
The proposed use is large daycare. It was noted at the meeting that any use allowed in M&SD could
potentially be developed at this location.
From the staff memo:

property. The lot is close to State Street and walkable to goods and services, as well as
schools, healthcare, and transportation. The 2012 Comprehensive Plan has this area as low
density residential.
There were no public comments.
Board comments came from the Chair who indicated a concern with the traffic congestion from
the use of this site. The owner reviewed her plan for a safe drop-off area to accommodate the
congested time at drop-off in the morning.
Member Huhn made a motion to recommend to the City Council that the district change ought to
pass. Member Meagher seconded the motion. The motion passed 7.0
