Meeting Minutes
In March, 2021 Public Works received 2 requests for tree removal on public right-of-way. The first was
at 48 West Broadway and the second was at 205 Silver Rd. Both of these were verbal requests made by
the resident living behind the right of way. The Forestry Foreman evaluated the trees for health and
qualification for removal.
In both cases the trees were determined to be in healthy condition and do not meet the criteria for
removal. The main reasons the City of Bangor removes a tree are due to terminal illness, terminal
infestation, death, or imminent danger to residents.
The next Tree Board meeting will take place in September. In an effort to address resident questions in
a timelier manner the Director sent a summary of each request, along with pictures, to each member of
the Tree Board with a request for each to cast their vote on removal of these trees.
48 West Broadway Summary
It was determined that there was a previous request to remove the tree at 48 West Broadway logged
into the Service Request system as case#25877 on 9/12/20. That request was for the tree to be
removed because it was ugly. That request was closed because the tree was inspected, found to be
healthy, and did not meet the standard criteria for removal. In March 2021 the resident contacted the
City Manager to request the tree be removed. The City Manager forwarded the request to the Public
Works Director for follow-up. A call to the resident revealed that the resident wanted the tree removed
because Emera/Versant had cut it within the last few years, resulting in an unsightly"donut" effect in
the middle of the tree, and because the tree drops a large quantity of buds in the spring which get
tracked into the house. The Director performed a third inspection of the tree and took pictures for
referral to the Tree Board.
205 Silver Road Summary
The resident requested removal of the tree on their esplanade because of root intrusion in their sewer
line. The tree is located directly over the sewer line. The resident also said they are paying hundreds of
dollars each year to fix and prevent root intrusion. They relayed examples of sewer backing up into their
basement, at one point flooding to a level of 6 inches. The Forestry Foreman says that root intrusion in
sewer lines is a common problem in Bangor due to the age of infrastructure and the number of trees
and generally does not qualify a healthy tree for removal. The Director performed a second inspection
of the tree and took pictures for referral to the Tree Board.
Results
The request for a vote,the details of the request, pictures of each tree, and responses from Tree Board
members are attached. The final votes are summarized below.
48 West Broadwav—0 votes for removal, 5 votes against removal
205 Silver Rd. - 1 vote for removal, 3 votes against removal, 1 abstaining
A letter will be sent to each resident with the results of the vote and feedback, if any, from the Tree
Board.
Next Meeting
The next Tree Board meeting will be scheduled in September.

trimming I have seen since my start herE�at Public Works,this is an example of a careful,thaughtfuf trim. They were
able to keep the crown of the tree mostly intact and I expect that when the leaves fill in the outer sil�o�ette will look
full. That being said,it does look like a c onut hole in the middle—as the Google Streets photo sF�ows in the
attachment. The resident has offered tu pay a contractor to remove the tree so the city incurs no expense.

The resident at 205 Silver Road has requested a tree on the esplanade in front of the home be remo�ed. The request
was for the following reasons:
• The tree roots are aggressively infiltrating the sewer pipe which is located directfy beneath the tree
• T�e resident is spending hundreds of doilars each year to stay ahead of roots
• One incident resulted in 6" of standing sewage in the ba5ement
• They ha�e spent$750 this year to cut roats in the pipe and apply a treatment to the pipe to discourage roots
• If this root damage continues resident will likely be forced to replace sewer line which may necessitate the tree
being cut down
• Resident offered to give me numbers for Nichols Plumbing and Corinth Plumbing to corroborate as both have
worked on this problem. I did not call them.
The free appears to be in good health. Current pittures are attached for reference. The last picture is from Google
5treets dated 2011. I spoke with the Forestry Foreman and he said if ti�e board chooses to#ake down this tree we can
plant a replacement approximately 20'to the right, on the border of 201& 205 Sil�er Rd,where it would not be direttly
over#he water or sewer line far either property,though there is no guarantee raots wouldn't eventually reach back to
the sewer line.

These are all great points. lt's pretty much impossible for us to know what state, exactly, this
homeowner's Iine is in. What we've been advised, before, by the City arborist is that tree roats
can't "crush" a pipe but they will in�ltrate cracks. My thinking was that I wouldn't want the
committee to give the tandowner permission to cut down a healthy tree as a shorkcut to
addressing a bigger issue. If thc tree has ta come down in order to address the line, that's a
different situation (and I would guess, yes, might run through a difterent process for approval
than through this committee).

issue (it was rcally, really common, last ycar, and we had another dry winter so
may be common, again, in summer 2021).
If the landowner faithfully dc�es that {charge regularly with bleach), it should--

disturb the tree.

1n my vast experience with[he citY—��otal of 5 months—#his is the first request I have heard. Steve has almost 7 years in his role as Foreman and he says these
requests are not vnc�mmon and we don't tend to remo�e the tree. Our current Service Request system has data back to July 2Q14. There are 746 closed
requests for tree removals logged. Not all ut[hose requests resulted in a tree removal_ S+nce there is no more granular daYa for resident to choose everything
gets lumped under Tree Removaf. I cannot seem to export the details on[hese orders so I can't do a search for the term"sewer"to get a handEe on it. I would
need to open each request and read the noces ro determine how may relate to sewer problems.
The other pro6lem is that many requests that get called in were nnt bemg entered into the Service Request system. There was a note600k where requests got
written down and there wasn't a Int morc data than an address m that notebook.

Hey Aaron,
I don't mean to rock the boat - especially since I am new and learning tao but two things stand
out to me.
1. If I was the homeowner I would be very confused in this scenario. I am assuming they have
asked for the tree to be remaved beca�se they have been tald it will so�ve their issue and allow
for X number of years in usable lifc for thcir line, and X dollar amount in savings for not
having to continue to repair the line or repiace it. If we say nay, and this continues to be an
issue, then they will probably be left with having to replace the line {which given its issues,
sounds like they are hcaded towards anyway) at which point they are free to take down the
tree by�he simple act of their plumber/contractor saying the tree needs go to do the
replacement.
Which brings me to point 2...
2. With the concern regarding the amaunt af ald clay pipes in the city, and the fact that this
issue may become more frequent, should we have a higher and clearer standard regarding how
plumberslcontractors/horr�eownerslutilities ha�e to work around trees? This way homeowners,
like the one in question, don't feel like they were given the run around arbitrarily.
