P'lanning C7fificer Krieg presented the item. This is a staff request to add the use af mus�urrn to the Urban Servic� Distirict as a permlitte� us�, whi�h means it woul� require a lar�d devellopmen�permit, not a conditlianal use permit. Staff have been warking w�th tlhe head of a crypt�l�gy museum about laoking �t a p�rcel Qn Broadvrray to place fihe museum there, V1lhen Ilaok��ng at zoning changes, even when warking with somebody, staff c9Q an analysis of the whole district, because when you add the museum us�e to the Urban Service District, it vvill be alllawed o�n all the Urban Service Dist�-ict properties. A lot of the �prop�rtie� �a�e cl�ster�d on Broadway and Main Street, and speckl�d on State Street. Is used as a gateway connmercial district when you look at locations of where tl�ey are now. Having a mu�seum there is a pretty sublime use. Parking needs ar�n't as great and the tiraffic �doesn't typi�ally hamper th�e neighbarho�od around it. Ev�ry proper�y owner of USD p�roperty and their abutters were notified, Did get a fev►r phain� calls, mainly to clarify what th� pr�posal was. Staff feel camfc�rtabl�e rec�mmenc�ing that this use get add�d to USD. Member Birush ask�d about the other nnus�ums in town, vuhe�her they were in USD. Founded the origirral museum 24 years ago in P�rkland. c�pened up a branch in Ban�gor ir� th� last,2 y�ars. Decided to mav�e the�►rhale museum here. Showe�d the B�ard a picture of fihe lauilding th�y're in#erest�:d in and described the b�ckgrc�und of th�; building. The purchase of th�e property is based on the zone cl�ange being discuss�d. Coleman discussed what cryptozaology is and the architectu�rall im�artance of the buil�ling they'�re interested in. Thinks the k��uilding v►✓ill also b€� able ta house material about other subj�ects, in�clud��nc� the histQry of the building and of Bangor. �ha�� Huhn asked about tN�e tra�fic their museum in Portland gets. Coleman state� the traffic very ligh�t; they get about 30,OOQ visitars per year. Is usually kids, classroams, and taurists. Is the ar�ly cryptozoology museum in the wc�rld. Also usually anly c�pen from 10 to 4 ir� the winter and 1 Q to 6 in the summer; no nighttime traffic. Member Baucher�sked ab�ut the Col� Land Transportati�n Museum. Planning Offiicer Krieg stated she wasn't sure what th� zoning was ther�, Ibut waufd laolk this up. Chair Huhn and Member Bouche� Ibriefly discussed the potential zoning there. Member of tl�e public, Doimini�ck Rizza, 57 Leighton Street, pres�:nted to the padium to e�press suppart far the project. �Thir�ks it's a Ibeautiful building. Isn't worrie� about traffic problems; fhere's a bus Iline that goes r�ght by there, for him is walkine� distance fram downtt�wn and other neighbarhuQds arou�nd ther�. Suggested �hat� bike rack be put there. Member IVlleagher ask�;d ak�aut parking s�ace requir�ments for th�; use. Planning flfficer Krieg stated that for a museum, it vvauld be based on floor area. Chair Huhn clased the public Ih�aring. Member �rush mationed to appraue ame�nding Cha�ter 165 of the I�and developmer�t Cade by adding the use of museum to tl�e l�rban Service Distri�t as a permitted use.
