May immediately follow other committee meetings City Council Chambers and via Zoom MEETING MINUTES Committee Members Present: Committee Chair Schaefer, Leonard, Sprague Additional Councilors Present: Fournier City Staff Present: Bolduc, Collette, Collins, Emery, Krieg, O’Donnell Others in Attendance: Barbara McDade, Commission on Cultural Development Committee Chair Schaefer called the meeting to order at 5:15 P.M. CONSENT AGENDA 1. Authorizing the City Manager to Execute a Fourth Amendment to a Lease Agreement between the City of Bangor and Community Housing of Maine –183 Harlow Street a. Action requested – approval of staff recommendation. Councilor Sprague moved approval the consent agenda as presented, seconded by Councilor Leonard. Vote unless doubted, no doubt. AGENDA 1. Announcement of Bangor Artist of the Year Award Annette Sohns-Dodd is the winner of the 2022 Bangor Arts Award. 2.LD2003 Analysis a. Action requested – discussion and feedback. Krieg presented an overview of LD 2003 and the impacts on Bangor’s land development code. Councilor Sprague wants a staff recommendation regarding the growth boundary. Are there targeted development opportunities within the area outside the growth boundary that exists now? 3. Tiny Home Park a. Action requested – discussion and feedback. Krieg presented overview. The draft will go to the planning board for a workshop discussion in October. Councilor Leonard moved into Executive Session, seconded by Councilor Sprague at 5:51 PM. 4. Executive Session Economic Development – Property Negotiations – 1 M.R.S.A. § 405 (6) (C) (see attached Confidential Memo) a. Action requested in open session – none, update only. 5. New business and resident guides anticipated complete before 10/7. 2. Comprehensive plan policy surveys forthcoming. a. Councilor Sprague asked if staff could provide an update on the alignment of the comprehensive plan and ARPA funding – request will be forwarded to the City Manager. Meeting adjourned at 6:40 pm.
