CITY COUNCIL CHAMBERS AND ZOOM MEETING MINUTES Commission Members Present: Acting Chair Edmund Chernesky Nathaniel King Anne Marie Quin Karen Rand, Assoc. Member Matthew Weitkamp, Assoc. Member Mike Pullen, HPC Consultant City Staff Present: Jeff Labree, Housing Rehab. Coord. Brittanie Thomas, Asst. City Solicitor Acting Chair Chernesky called the meeting to order at 7:06 P.M New Business: 1. Certificate of Appropriateness & Design Review – 10 Water Street – Map-Lot 042-146 –West Market Square Historical District & Façade Review District - Applicant: TAC Architectural Group, Inc. Owner: Freeses Condo Association - Approvals requested for Certificate of Appropriateness and Design Review for removal of existing concrete panel below the second level horizontal trim band and replace with flush metal panels at property located at 74 Main Street, Map-Lot 042-146, in the West Market Square Historical District & Façade Review District. Dan Miller, Architect with TAC Architectural Group, Inc. presented virtually via zoom, and presented the following in part and in substance: Current concrete panel is cracking, falling off building, becoming safety hazard Addressing lose brick when existing concrete is removed o Brick is in good shape, only on that one corner by alleyway o Will remove any lose brick when panels are removed o Turn metal panel to cover that edge, protect the brick o Exposed brick you see if from an existing building that was against this building, can see the seamline to it – when buildings were lost on that side, that one wall remained adjacent to this building 12” wide panel, flat, cityscape – matches to existing grey concrete Cornice – will go up to the first cornice running between red and grey Historic Preservation Commission Meeting Minutes – July 14, 2022 o Fix the cornice in that area as to what is there now, current one rotted out Commissioners discussed the following in part and in substance: Current panels were installed in the 1990’s, not original o Not sure why the panels were done, rest of building is painted brick o Other areas of building have been investigated, patching areas with the brick color –will patch that area, it’s not concrete. Will replace the patching, and recoat o Removal of existing panel and repainting proved too costly Service life on new aluminum panels –expectancy of 30-40 years Other options availablebesides aluminum panels? o None that is cost effective for the client o Looked at removing all coating on the side, owner has to save up the money for this project –panels coming off –want to address safety concerns for the current issues o Priced out optionsand evaluated -onlythis lower section – metal/concrete that is failing Commissioner Rand would prefer to restore to original condition vs. aluminum panels o Mr. Miller advised that the brick she’s referring to is not original to this building, and it was remnants of a building that was once previously next to this building o Not cost effective for the owner Proposing to wrap the aluminum around the spots that are deteriorated/failed Consultant Pullen advised that applicant answered most of the questions proposed in the review. Clarified that concrete panel is only on the Water Street side. Commissioners inquired about trim pieces that could be used on the corner. Mr. Miller indicated that they wanted to cover the joint, and the seam that was there. No public comments. Certificate of Appropriateness –208 French Street – Map-Lot 049-001 – Historical Property –Applicant: RSQ LLC (c/o Bob & Tricia Quirk)–Approval requested for Certificate of Appropriateness for removal and replacement of windows at property located at 208 French Street, Map-Lot 049-001, historical property. Applicants Bob & Tricia Quirk presented the following in part and in substance: Replace windows at property located at 208 French Street Estimates and drawings presented in application materials Looked into making adjustments as requested by Consultant Pullen, going from 7/8 muntin to 5/8 muntin – in order to do this in the Marvin Window, materials increased by 40% -looked at Pella Architectural Series Windows –provided information at meeting Windows will be black on exterior rd floor windows which are uniquely shaped, and 3-bay 77 windows, including 3 windows Consultant Pullen provided history of the property. The George K. Stetson house (circa 1847-48) was designed by Benjamin Deane in the Greek Revival style. The following are excerpts from Deborah Thompson's architectural history of Bangor: "The George Stetson is a massive forty-three by twenty- nine-foot house with three bays in the facade, two on the side, and its roof ridge parallel to the street; the ell now measures twenty- three by thirty- three feet." "The Stetson House has a charming exterior with a broad entablature, paneled pilasters at its corners, and setting off the central facade bay, wide flush boarded pilasters surmounted by a naive representation of Ionic capitals." "With the Merrill House at 214 French Street, the Stetson House was the only survivor in French Street below Garland Street of the 1911 fire." The Commission and Consultant discussed the muntin, exterior trim, existing storm panels, and cupola windows. Applicants indicate that the exterior trim can be preserved, will be duplicated in-kind. Exterior storm panels will be removed. The cupola windows show a flat metal trim piece, that will not impact the existing pilaster corner trim. Public comment opened up; Michelle, not a resident of Bangor, wanted to express gratitude to applicants for restoration. Commissioner Quin moves approval of Certificate of Appropriateness – 208 French Street – Map-Lot 049-001 – Historical Property – Applicant: RSQ LLC (c/o Bob & Tricia Quirk), seconded by Commissioner Rand, all members in favor. Certificate of Appropriateness & Design Review – 196 Exchange Street – Map-Lot 042-228 –Great Fire Historical District & Façade Review District –Applicant: Peifen “Penny” Carroll - Approval requested for Certificate of Appropriateness and Design review for removal and replacement of two exterior entrance doors at property located at 196 Exchange Street, Map-Lot 042-288, in the Great Fire Historical District & Façade Review District. Applicant Peifen “Penny” Carroll, as well as a representative from PDQ Door presented the following in part and in substance: Change double doors to single doors with side light, currently not insulated Better security, better locking mechanisms 40/29 split for the larger door, 40/20 split for smaller door Front door 75”, back door 62” Dimensions previously provided are not the dimensions that applicant has decided to go with, they’ll be wider Consultant Pullen provided his review. No public comment. Commissioner Weitkamp moves approval of Design Review – 196 Exchange Street – Map-Lot 042-228 – Great Fire Historical District & Façade Review District – Applicant: Peifen “Penny” Carroll, seconded by Commissioner Quin, all members in favor. Motion carries. June 9, 2022 Meeting Minutes– Commissioner King moves approval of the June 9, 2022 meeting minutes, pending update of spelling of Commissioner Chernesky’s first name, seconded by Commissioner Weitkamp.
