CITY COUNCIL CHAMBERS, 3RD FLOOR CITY HALL ALSO; ATTENDANCE VIA ZOOM MEETING MINUTES Board Members Present: Ken Huhn, Chair Reese Perkins, Vice Chair Michael Bazinet Ted Brush Don Meagher Lisa Shaw City Staff Present: Anja Collette, Planning Analyst Anne Krieg, Planning Officer Brittanie Thomas, Assistant City Solicitor (on Zoom) Chair Huhn called the meeting to order at 7:00 P.M. LAND DEVELOPMENT PERMITS & MAP AMENDMENTS: 1. Zone Change – 685 Broadway – Map-Lot R41-027 – General Commercial & Service District (GC&S) to Shopping & Personal Services (S&PS) District - To amend the Land Development Code by changing a vacant parcel of land located at 685 Broadway, Map-Lot R41-027, from General Commercial & Service District (GC&S) to Shopping & Personal Services (S&PS) District. Said parcel of land contains 0.46 acres. Applicant: Jordan Chapman; Owner: BSS Realty, LLC. Jake Modesto with Stonefield Engineering representing applicant Jordan Chapman, presented the following: Requesting to rezone a vacant parcel- site plan application pending for new shopping center with just over 8,000 SF, associated drive-through facilities and other retail components, Tesla charging station at the rear of parcel No board questions Planning Officer Krieg stated that it was previously made a contract zone to accommodate outside vehicle storage. The Comprehensive Plan calls this out as S&PS, so this would return to the original intent of the property. Member Brush moved to recommend amending the Land Development Code by changing a vacant parcel of land located at 685 Broadway, Map-Lot R41-027, from General Commercial & Service District (GC&S) to Shopping & Personal Services (S&PS) District. Said parcel of land contains 0.46 acres. Applicant: Jordan Chapman; Owner: BSS Realty, LLC. The motion was seconded by Member Meagher. All members were in favor, and none opposed. Comprehensive Plan Check-in Timeline on track for Comprehensive Plan, finishing up the document for Vision Statement and Goal statements. Will go to Pre-Council on July 25, 2022, then to Planning Board on August 2, 2022 o Will promote this as a public meeting if people wanted to make comments in person regarding these statements Bangor Livable Communities Committee o This is an open forum for those interested in different aspects of the city o In 2015, AARP worked with Public Health Department for Bangor to become more age- friendly (all ages!) o In 2019, the previous City Manager decided that the Planning Division should be working on this as it’s a planning function. Supports, and advocates for good things to happen in the city; encompasses the domains of livability (ex: outdoor spaces) o Great way for people to get involved in the City Stephen Brough via Zoom; asked if he missed an open public comment at the beginning of the meeting. Advised by the Chair that public comment isn’t taken at the beginning of meetings, just when related to agenda items. Mr. Brough asked if there was an expiration date on a previously approved subdivision. Planning Officer Krieg advised that there is a State Statute that says after approval, the plan must be recorded in 90 days and the road built within 2 years. There is an ability to extend these terms. Mr. Brough stated that there was one designed and approved circa 2002-2003. It still appears on Bangor’s tax maps, but it’s never been built. Considering that we are in an affordable housing crisis, that was one of the criteria that the landowner used to get it through. Planning Officer Krieg asked Mr. Brough to call the office tomorrow so she can pull the file. 3. Meeting Minutes – Member Bazinet moved to approve the June 21, 2022 meeting minutes pending no changes, seconded by Member Shaw. All members were in favor, and none opposed. Motion carries.
