MEETING MINUTES
Councilors Present: Fournier (acting chair for committee meeting), Sprague, Yacoubagha
Additional Councilors Present: Okafor
City Staff Present: Emery, Collins, Krieg, Labree, O’Donnell
Guests Present: Hollie Adams, Commission on Cultural Development
Chair Fournier called the meeting to order at 5:55 P.M.
1. Commission on Cultural Development Artist of the Year Proposal
a. Action requested – feedback on concept, possible approval of CCD
recommendation.
Councilors like the idea and suggested committee should know how much effort could go
into considering the nominations. Councilor Yacoubagha asked how panel members will
be selected. Hollie Adams stated they will ask for volunteers and the CCD will select from
among those. Councilor Sprague suggested showcasing those that are being considered.
2. Community Development Block Grant Acquisition and Rehabilitation
Assistance –89 Ohio Street (Map 033 Lot 079)
a. Action requested – approval of staff recommendation.
Councilor Fournier asked about the cash/equity being invested by Mr. Pardy.
Councilor Sprague moves approval of staff recommendation, seconded by Councilor
Yacoubagha.Voted unless doubted, no doubt.
3. Recommendations from the Downtown Parking Advisory Committee
a. Item 1 –Bangor House Spaces (Main Street)
i. Action requested – approval of committee recommendation.
Councilor Sprague moves approval of committee recommendation for Bangor Houses
Spaces (Main Street), seconded by Councilor Yacoubagha.Vote unless doubted, no
doubt.
b. Item 2 –ADA Parking Space on Exchange Street
i. Action requested –approval of committee
recommendation.
Councilors Sprague and Fournier were initially concerned
about the location of the ADA space, asked staff to
continue to monitor the impacts of the change.
Councilor Spraguemoves approval of committee recommendation for Bangor Houses
Spaces (Main Street), seconded by Councilor Yacoubagha. Vote unless doubted, no
doubt.
4. Standing Monthly Updates
a. Action requested – none, informational updates only.
Councilor Sprague asked how many non-duplicative participants have given feedback
(both during comp plan and ARPA sessions)? Krieg answered it’s impossible to know as
planning did not attend all the ARPA sessions, but we have had about 350 surveys
returned. Staff will attempt to come up with an estimate.
