Summary The owners RSQ, LLC seek to modify the zoning for the property at 208 French Street from URD-2 to M&SD. The current use is non -conforming multifamily units. The proposed use is bed & breakfast. The 2012 Comprehensive Plan has this block split between high -density residential and commercial. The lot functions as a transition from the downtown commercial area and the densely developed Broadway neighborhood. Adjacent to this property is another bed & breakfast establishment. WHEREAS, at present, French Street serves as a transitional street connecting the downtown business area to the Broadway neighborhoods; WHEREAS, there is a bed & breakfast adjacent to the subject property; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT Chapter 165 of the Code of the City of Bangor is amended as follows: The Zoning District Map is hereby amended by changing the Parcel of Land addressed at 208 French Street from Urban Residence 2 (URD-2) to Multifamily and Service District (M&SD). The Planning Board considered this item in a noticed public hearing on June 7, 2021. The meeting was conducted in the Council Chambers at City Hall and on Zoom. Members in attendance in the Chambers were the Chair, Ken Huhn, and Members Reece Perkins and Ted Brush. Members Lisa Shaw, Don Meagher, and Mike Bazinet attended by Zoom. The applicant’s representative Tim Pease, Esq. presented the application. They wish to use the property for uses allowed in the multifamily zone. They are currently renovating the interior of the property to meet building code requirements. Member Perkins indicated that this change makes sense. Adjacent to this property is other multifamily zoned properties as well as the Downtown Development District properties. The Chair noted an email received regarding the application. Member Brush made a motion to recommend to the City Council that the application for a district change ought to pass. Member Shaw seconded the motion.
