Meeting Minutes
The following City Councilors attended: Council Chair Rick Fournier, Claire Davitt(via Zoom),
Susan Hawes, Angela Okafor (via Zoom), Gretchen Schaefer, Jonathan Sprague, Dan Tremble
and Dina Yacoubagha . Also in attendance were Airport Director Tony Caruso and Marketing
and Business Development Manager Aimee Thibodeau.
Agenda and Discussion:
1. Presentation by Col. Todd Nadeau, Wing Vice Commander 101"Air Refueling Wing
Col. Nadeau provided the Airport Committee with an overview of the Guard's roles and
mission, offered a KC-46 basing plan update and discussed the partnership between the City
and the Guard.
2. Airport Parking: Update from Parke Clemons, Area Manager, REEF Parking
Parke distributed a Spring 2022 Parking Update showing that overnight vehicle inventory has
been at record highs since October, 2021. On April 20'', we had 1,508 vehicles, nearly 200
more than the 2013 record. We may be seeing a slight `bubble' with the parking situation.
People are traveling to see friends and relatives they haven't been able to visit during the
pandemic. Portland Jetport is doing night work on its runway until June 131h, so people from
further south are coming to BGR.
3. Airport Advertising & Marketing Update:
a. Airport Advertising Policy
Tony reported that the Airport will be handling terminal advertising agreements in-house.
We issued an RFP, and received no responses. Since we will be handling ourselves, it's
important that we have a strong, formal Airport Advertising Policy that clearly defines
acceptable advertising, outlines the approval process and establishes roles and
responsibilities for both Parties. In developing the Policy, we talked with other Airports and
had the draft reviewed by City Legal.
Motion made, seconded and approved by rollcall vote.
b. April Statistics
Marketing and Business Development Manager Aimee Thibodeau reported we had another
record passenger month in April, over 10,000 more than the previous 5-year high in 2018.
Airline load factors continue to be strong. We are seeing an increase in Canadian customers,
especially those coming from New Brunswick.
Fuel Sales were very strong this month. Despite a 4% decline in total operations from April,
2021, we saw an 57% increase in gallons sold—more than a million gallons more than last
