HomeMy WebLinkAbout2022-05-06 Commission on Cultural Development Minutes COMMISSION ON CULTURAL DEVELOPMENT Friday, May 6, 2022 – 8:30 am City Hall Council Chambers and via Zoom Meeting Minutes Commissioners Present: Adams, Bragg, Filipiak, Greenlaw, McDade, McGill, Rieley, Stockwell, Yacoubagha (Zoom) City Staff: Bickford, Emery Others in Attendance: Josh Gass, Launchpad; Jen Shepard, Penobscot Theatre Company (Zoom) Chair Bragg called the meeting to order at 8:30 A.M. ____________________________________________________________________________ The minutes of April 1, 2022 meeting were approved unanimously on a motion by Commissioner McGill, seconded by Commissioner McDade. Chair Bragg advised that the budget committee did not discuss the CCD funding at the most recent meeting, but would be taken up on May 18, 2022. Director Emery reported the financial report is same as last month; balance of $11,116.30. Committee Reports: Grant Committee- CommissionerMcGill advisedthattwo grant applications had been received forthe Spring Round;Penobscot Theatre Company and Launchpad. Penobscot Theatre Company requesting$4,000 forthe production of “Queen” which addresses issues of ethics, the environment (bee colony collapse), academia, gender and friendships. Commissioner McGill motioned for approval, seconded by Commissioner Filipiak. All members in favor, unanimous. Launchpad requesting $840 for 12-15 wheat paste installations, with locations not finalized at this time. Chair Bragg motioned for approval, seconded by Commissioner Stockwell. All members in favor, unanimous. Director Emery advised the grant award recommendations would go to Business & thrd Economic Development Committee on May 17, and to City Council on May 23. Commissioner McGill discussed possibilityof Grant and ARTober Committees focusing section of Spring 2023 grant submissions for ARTober 2023. Discussed reaching out to groups for free and accessible programming for the public. Assets Committee –CommissionerFilipiak discussed the RFP for the Davis Brook Stack project, noting that this willbe asemi-permanent/permanent installation to survive the life of the structure with minimal maintenance. Theme of “Penobscot River.” The narrative was reviewed, which provides room for interpretation by the artist. RFP will request detailed descriptions, budget, timeline, renderings. Timeline to receive proposals would be mid-summer 2022. Installation signage discussed, adding information about the background of the Davis Brook Stack project directly to the RFP, attributing content obtained from Penobscot Nation tribal website. CommissionerFilipiak provided that the Committee would be working on obtaining photos for the ongoing project with Matt Bishop from the Bangor Historical Society. This will be kid/family friendly. Annual asset reviews will begin around the City. ARToberCommittee – CommissionerMcDade advised that ARTober will return th in-person this year; opening date of October 7, at the Zillman Art Museum. Week long programming to feature visual arts October 1-7, music October 8-14, performing arts October 15-21, and art of the word October 22-28. CommissionerMcDadediscussed the possibility of naming an artist of the year to be honored at ARTober. Director Emery suggested that the idea be fleshed out and presented to City Council for approval before further planning. The committee will address this. Director Emery indicated that the Public Art & Monument Policy is dated 2016, and should be reviewed for possible edits Staff will send the policy by email to all CCD Commissioners for review. Staff does not feel that an overhaul is needed. Commissioner Filipiak moved cancellation of the July 3, 2022 meeting, seconded by Commissioner McGill. All members in favor, unanimous. Chair Bragg will not be present at the August meeting; Commissioner McDade will chair this meeting. Downtown Bangor restarting the First Friday Art Walk starting tonight at 5pm. 9 Central Street will be open, and there will be dancers at the Bangor Public Library starting at 6pm. There will be two ballet performances in the month of May at the Gracie Theatre. Commissioner McGill moved to adjourn the meeting at 0920, seconded by Commissioner Filipiak.
