1. Bids/Purchasing
a. General Aviation Terminal Repairs – Airport – Next Level - $10,782
Motion made and seconded to approve payment, motion passed unanimously.
b. Vehicle Purchases – Airport – SkyMark - $267,280
Motion made and seconded to recommend contract award to the City Council, motion
passed unanimously.
c. Exterior Painting – Fleet – Modern Decorators - $42,750
Motion made and seconded to approve contract, motion passed unanimously.
d. Concrete Floor Replacement – Fleet – Gardner Concrete - $397,000
Motion made and seconded to recommend contract award to the City Council, motion
passed unanimously.
e. Boiler Replacement & Radiant Tubing – Fleet – Maine Energy - $132,089
Motion made and seconded to recommend contract award to the City Council, motion
passed unanimously.
f. LED Streetlights – Public Works – CED/Gilman - $43,500
Motion made and seconded to approve purchase, motion passed unanimously.
g. Fiber Conduit – Engineering - Eastwood Contractors $83,175
Motion made and seconded to approve contract, motion passed unanimously.
2. Council Priority Update – ARPA Funding
City Manager Laurie discussed staff’s plan to schedule multiple public meetings in a
variety of methods such as neighborhood, town hall and zoom as well at different times
to provide opportunity for public comment and ideas on the use of the ARPA funds.
Staff also intends to meet with a various stakeholders to discuss ideas and possible joint
ventures. Upon completion, staff will report to the Council the ideas brought forth and
look for direction and feedback.
3. Executive Session – 36 MRSA Section 841(2) – Hardship Abatement

Motion made to award hardship abatement, motion passed unanimously
