Summary NKSE Investment, LLC is requesting 311 Broadway to be re -zoned from the Urban Residence 1 District (URD- 1) to Urban Residence 2 District (URD-2). The neighboring property to the north is currently zoned URD-2, while other surrounding properties are zoned URD-1, G&ISD (government and institutional), and NSD (neighborhood service district). The 2012 Comprehensive Plan indicates this property as institutional. The change to URD-2 would allow for more units on this property, provided dimensional controls are met. The Council has been dedicated to allowing for more units where reasonable and feasible for the last few years and passed a policy to this effect. The 2019 recommendations from the accepted Affordable Housing Work Group also indicate the City should seek to create housing units where possible. Said parcel of land contains 0.12 acres. Applicant; NKSE LLC, Agent: Kiser & Kiser Co c/o Jim Kiser, PE. Please accept this memorandum as the recommendation from the Planning Board for the noted item. The Planning Board considered this item in a noticed public hearing on May 17, 2022. The meeting was conducted in the Council Chambers at City Hall and on Zoom. Members in attendance in the Chambers were the Chair, Ken Huhn, and Members Reece Perkins, John Kenney (voting alternate) and Ted Brush. Attending virtually were Members Don Meagher, Mike Bazinet, and Alison Coladarci. Representing the applicant, Jim Kiser, presented the application. They plan to develop the building into multiple units. There were no questions from the public. From the staff report: A. The maximum buildout for this lot under URD-2 dimensional requirements is a two-family dwelling. B. The area is a transitional mix of single-family residences and 2 families units. The hospital campus is also in this neighborhood. C. The 2019 Affordable Housing Work Group, along with the policy of the City Council to create more dwelling units where reasonable and feasible may support this zone change. Member Brush made a motion to recommend to the City Council that the application for a district change ought to pass. Member Kenney seconded the motion. The motion passed 5:2 with Members Coladarci and Perkins dissenting.
