1. Transportation Network Carriers (TNC's) —Requests to authorize agreement renewals
Uber & Lyft have requested permission to continue to provide passenger transport service to
and from the airport. If approved, the agreement will be for 1 year, they will track the
number of trips and pay a $1 fee for each trip. The agreement will prohibit certain driver
behaviors, just like we regulate with taxi drivers and other ground transportation operators,
and will have insurance and indemnification requirements.
Motion made, seconded and approved.
2. Dept. of Homeland Security/ TSA—Request to authorize a Memorandum of Agreement
(MOA) for upgrades and maintenance to checked baggage inline system
This Order authorizes the City Manager to execute a MOA which stipulates that the TSA is
responsible for the costs for system upgrades. The upgrades include installation of new
automatic bag tag readers, scanning guns, anti-fatigue flooring, and modification of fail-safe
and e-stop systems, and additional system modifications. The airport is responsible for the
routine preventative maintenance for the system. The system will become the property of the
airport with the exception of the security screening equipment owned by the TSA.
Motion made, seconded and approved.
3. Airport Advertising & Marketing Update- Report from Marketing & Business Development
Manager Aimee Thibodeau
a. March Statistics
Aimee reported we had a record month in March. Allegiant's load factor is higher than 2021,
but that's to be expected with vacation travelers to FL and Mainers returning after wintering
in FL. Anecdotal information suggests we'll have a strong April. Parking lot record were
broken. Our previous high was 1,320 vehicles back in 2013 when we had a huge influx of
Canadian parkers. On April 18'', we reached 1,457 vehicles between the main, shuttle and
Wayfair lots. We are looking at other overflow lot options when the former Wayfair building
is leased. FYD Total Operations are up 13% over last year, and fuel sales FYD are up 25%
over last year.
Aimee showed our most recent ad, and talked about how the various tourism and chamber
groups are working together, as much as possible to align their marketing messages.
