Summary
Penquis CAP, Inc. is requesting 22 Cleveland Street to be zoned from the Shopping & Personal Service District
(S&PS) to the Government & Institutional Service District (G&ISD). The purpose is to use the property for uses
allowed in the G&ISD.
The Comprehensive Plan indicates this property as institutional. Half of the development in this park was
considered industrial and a half was dedicated for institutional uses. The property is on the edge between
these two assignments.
The property was zoned from G&ISD to S&PS in 2015 (Order 15-291) for the purpose of the allowance of the
commercial hotel.
The use of the G&ISD is to cover those properties serving the public. The purpose of this district enumerates
this: The Government and Institutional Service District is established to preserve and protect those areas of
the City occupied by public and nonprofit institutional buildings or uses.

ORDINANCE, Amending Chapter 165, Land Development Code, District Map, by changing the Parcel of Land
addressed at 22 Cleveland Street from Shopping & Personal Service District (S&PS) to Government &
Institutional Service District (G&ISD).
WHEREAS, at present, there is a district called Government & Service District, which was created to allow and
regulate uses that serve the needs of the public;
WHEREAS, the applicant seeks to provide services at the subject location;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor is amended as follows:
The Zoning District Map is hereby amended by changing the Parcel of Land addressed at 22 Cleveland Street
from Shopping & Personal Service District (S&PS) to the Government & Institutional Service District (G&ISD).

Please accept this memorandum as the recommendation from the Planning Board for the noted item. The
Planning Board considered this item in a noticed public hearing on May 3, 2022.
The meeting was conducted in the Council Chambers at City Hall and on Zoom. Members in attendance in the
Chambers were the Chair, Ken Huhn, and Members Don Meagher and Ted Brush. Attending virtually were
Members Reece Perkins, Lisa Shaw, Mike Bazinet, and Alison Coladarci.
The applicant, Jason Bird, Director of MaineStream Finance and Housing Development Director at Penquis,
presented the application. They plan to develop the building into efficiency units. He did not know how many
units would be created at this time.
There were no questions from the public.
From the staff report:
A. The Comprehensive Plan indicates this property for institutional uses. Half of the development of
the Maine Enterprise Park was considered to be industrial and the other half was dedicated to
institutional uses. The subject property is on the edge of these two assignments.
B. The property was zoned from G&ISD to S&PS in 2015 for the purpose of the allowance of a
commercial hotel.
C. As noted previously, the G&ISD is to cover those properties serving the public.
Member Brush made a motion to recommend to the City Council that the application for a district change ought
to pass. Member Meagher seconded the motion. The motion passed 7:0.
