OTHER BUSINESS
1. Comprehensive Plan Update/Discussion/Workshop
Planning Officer Krieg advised that Inventory & Analysis chapters of the Comprehensive

Plan are ready for release, will be going out on Monday, April 11, 2022.

Visioning Sessions are the next step- April 26, 9 a.m. at the Boys & Girls Club, 5 p.m., at

Husson University in the Libra Lecture Hall, and April 27 at noon in Council Chambers at
City Hall. Press release and flyers are forthcoming.
Discussion regarding Land Use Plan and designated growth area- this is where we as a
City want to designate the growth over the next decade. State Statute requires designation
of growth boundary. Planning Analyst Collette provided an overview of generated maps
showing water service boundary (area), sewer service areas, significant habitats, prime
farmland soils, deer wintering areas outside the growth boundary, wetlands with 100’
buffering, vernal pools, and shoreland zone (mostly covers flood zones).
Sewer area overlaps with water service area. Water is not a City department, but a
separate entity. Bangor Water District does not have plans within the next 10 years to
extend water service. Discussion regarding expansion of water service and potentially
having meeting with Bangor Water District Trustees and Business & Economic
Development Committee.

Board members focused their comments on allowing for more housing as both infill and
discussed housing in the rural areas.
Planning Analyst Collette will do an analysis of infill areas for potential redevelopment that
are underutilized, such as the Bangor Mall area and Saxl Park area. There was discussion
surrounding redevelopment of the Bangor Mall area for apartments or senior housing,
reuse of vacant buildings for housing, regional approach to the homelessness issue,Main
Street and State Street corridor potential development, and development of walking/biking
lanes.
2. Meeting Minutes –Member Meagher wanted additions to his comments; did not have
microphone turned on initially so some comments weren’t picked up. Did indicate that he
thought group homes and B&B’s should be made conditional uses; concerns could be
addressed better than as a straight permitted use. Additional thoughts on conditional use
review that current conditional use standard A4 needs some significant adjustment and
improvement. Term of “extent and intensity of use” needs to be defined and quantified by
some measures. Comparison of existing uses-that comparison is limited to building bulk,
height, and ratio of land area to building area. If you wanted to apply comparison to group
homes and bed and breakfasts, it should look at how many occupants are being proposed
and how does occupancy density compare to what’s going on in the surrounding area. Not
sure it needs to be added to minutes, but there needs to be changes to the review section.
Member Brush moved to approve the March 15, 2022 meeting minutes, seconded by Vice Chair
Perkins. Member Shaw thanked Mel for her hard work on the minutes. All members in favor.
None opposed.
