Okafor,Sprague Meeting Adjourned at 8:44 PM Currently, the public has the choice to participate in meetings in person at City Hall or remotely through Zoom, Facebook, television, and the City's website. Public comment, whether in person or through Zoom requires a person to state their name and address, any inappropriate or offensive remarks may be removed, and the Council Chair will have discretion over the time allowedfor comment. On Zoom, the public may be recognized to speak by the hand wave function or, on a phone, by pressing *9. PUBLIC COMMENT Doug Dunbar of Hermon hoped the city would create an open process for discussion of the use of ARPA funds. Mike Tuller agreed with Mr. Dunbar and hoped other agencies would be able to partner with the city to address housing, mental health.and addiction. CONSENT AGENDA ASSIGNED TO ITEM NO. COUNCILOR 22-143 ORDER Establishing the City's Requirements for Outdoor Seating SCHAEFER in Downtown Parking Spaces and Establishing New Rates for Outdoor Seating in Public Spaces in the Downtown District and Rescinding Council Order 19-128 James Puiia and Nok-Noi Ricker spoke against the passage of this order due to the increase in fees.
