Meeting Minutes
Councilors Present: Schaefer (c), Hawes, Sprague
Additional Councilors Present: Tremble, Yacoubagha
City Staff Present: Bolduc, Collins, Emery, Laurie
Chair Schaefer called the meeting to order at 5:15 P.M.
1. Establishing the City's Requirements for Outdoor Seating in Parking Spaces
a. Action Requested: Approval of staff recommendation to add outdoor seating
on public property in parking spaces, with conditions and fees as outlined, as
a supplement to the outdoor seating permit process. The item would then
move forward to City Council on March 14, 2022 for final approval.
Councilor Tremble likes fairness and the phasing of fees. University of Maine System
using less space, not using adjacent buildings. Percentage reduction of the alcohol
service per square foot rate for non-alcohol service spaces, or keep it the same?
Schaefer and Tremble – same as alcohol.
2. Proposed Changes to the CDBG Façade Grant Program
a. Action Requested: Approval of staff recommendation to increase the façade
grant amounts as identified in the attached memo. The item would then move
forward to City Council on March 14, 2022 for final approval.
Councilor Hawes likes prioritizing historic buildings, and working with the Historic
Preservation Commission.
Councilor Hawesmoves approval of staff recommendation to increase the façade grant
amounts as identified in the attached memo, seconded by Councilor Sprague. Vote
unless doubted, no doubt.
3. Economic Development Strategy Update – currently reviewing revisions with Better
City, expect to have this completed by end of March.
Councilor Hawesmoved into Executive Session at 5:34 P.M., seconded by Councilor
Tremble.
4. Executive Session Economic Development – Property Disposition – 1 M.R.S.A. §
405 (6) (C) (see attached Confidential Memo)
