ORDERED,
THAT WHEREAS, a section of the undeveloped portion of Thatcher
Street between interstate Highway I-395 and Webster Avenuen to be
taken by the State Highway Commission for relocation of Route ICA, and
WHE REAS, the remaining portion falls within the area which is being
developed for use as a municipal golf course,
NOW, THEREFORE, BE IT ORDERED that that portion of Thatcher Street
which lies between interstate Highway I-395 and Webster Avenue be and is
hereby discontinued and removed from the Official Map, and be it further
ORDERED, that the City Engineer is directed after due notice and
hearing to estimate the damage any individual or individuals may sustain
thereby, and to apportion the damages so estimated on the lots or parcels
of land damaged according to law and to make a report of his doings to the
City Council as soon as may be after such service shall be performed,
said report to become a part of this order.

Please be advised that the Planning Board has given careful
consideration to the above request.
It is the opinion of the Planning Board that the discontinuance
of this portion of Thatcher street would not be damaging to any property
or individual.
The Planning Board respectfully recommends that the Portion of
Thatcher Street, as described in City Council Order 22-R, be discontinued
and removed from the Official Map.

directing the City Engineer to discontinue a portion of Thatcher
Street between Interstate Highway I-395 and Webster Avenue,
a meeting Will be held Thursday, December 26, 1963, at 10:00 A. M.
RST, in the office of the City Engineer. Any and all persona may
appear and be heard upon the subject,

City of Bangor,
To the City Council:
Pursuant to City Council Order No. 22-R passed December 23,
1963, directing the discontinuance of Thatcher Street between
Webster Avenue and Interstate Highway I-3950 the City Engineer
begs leave to report:
That of his intention to estimate and to apportion the damages
which any parson or persona might sustain as a result of said dis-
continuance, the City Engineer gave written notice by notices
attached to copies of said order posted for seven days prior to the
26th day of December, 1963 in two public places in the City of
Bangor, and in the vicinity of said street, to wit:
One on the bulletin board at City Hall
One on Thatcher Street near Webster Avenue
Due on Thatcher Street near Interstate Highway I-395
and also gave notice by causing the same to be published in the
Bangor Dally News, newspaper printed in said city, for one week
prior to the 26th of December, copy of said order and notices,
so posted and published, is hereto annexed and made part of this
report.
And that the City Engineer met at the time and place of meeting
specified To the notices and proceeded to discontinue said Thatcher
Street as follows:
Being that portion of Thatcher Street which was laid out and
accepted as a public way on July 10, 1900, and which extends south-
east from the southeasterly sideline of Webster Avenue for a dis-
tance of approximately 2235 feet to the northerly sideline of Inter-
state Highway 1-395.
No parson or persons appeared at the time and place set for
the meeting to object to the discontinuance or to claim damages as
a result of said discontinuance. Inasmuch as this portion of Thatcher
Street has never been developed as a roadway, and since all of the
abutting property is presently owned by the City of Bangor, no dam-
ages are recommended for said discontinuance.
It Is also recommended that the existing pole line owned by
the Bangor Hydro-Mactrlc Company and the existing 12 inch water main
owned by the Bangor Water District which are located within the
right-of-way be allowed to remain, and that the owners be granted
access to these utilities for necessary maintenance and repair until
each time as the utilities are discontinued or relocated.

Inasmuch as the land occupied by the above-described portion
of Thatcher Street is to be used for the relocation of Route 1-A
and for the construction of the municipal golf course, and the
right-of-way would be of no benefit to the public In its present
status, the City Engineer recommends that it be permanently dis-
continued and removed from the Official Map.
An accurate plan accompanies this report.
