Some time age this office received a request from Leroy
Cole of 75 Mildred Avenue that a drainage problem in front of
his house be corrected.
Mildred Avenue pitched in both directions to a low point
which is located In front of the Cole property. The low paint
was originally drained by an existing culvert across the road,
whi eh discharged the storm water in a westerly direction towards
Dow Air Force Base. However, Inasmuch as the property along
the west side of Mildred Avenue has been developed by Cole, it
has been somewhat filled in, and since the existing culvert is
in bad repair, the existing drainage pattern no longer drains
the surface water from Mildred Avenue and results in ponding
of water in front of the Cole property, and also in front of
the property of Ernest Mason located directly across the street.
Various studies have been made showing possible correction
to the drainage problem. One of the original proposals con-
sisted of ditching Mildred Avenue from the low point back
toward Leonard Street, with a new culvert to be installed
across the intersection of Leonard Street, so as to carry the
water along the undeveloped portion of Leonard Street towards
Dow Air Force Base.
Mr. John E. Porter of 68 Mildred Avenue (which is the
comer lot on Mildred Avenue and Leonard Street) protested
this proposal inasmuch as he felt an open ditch in front of
his property would reduce the value of his property.
At the direction of the Public Works Committee, the City
Engineer made studies for an alternate solution find recommended
the installation of catch basins at the low point an Mildred
Avenue, one in front of the Hosed property and one in front
Of the Cole property. The catch basins would be inter -connected
with an 8 -inch pipe, with a 10 -inch outlet pipe extending north
to Leonard Street, where it would discharge into an open ditch
to be constructed along the westerly aide of Leonard Street.
