ORDERED,
TEAT, WHEREAS, Cole Brothers, Inc. of Bangor are
planning the construction of truck terminal, restaurant and
motel facilities on land located an the north side of the
Interstate Highway at the Rogan Road Interchange and,
WHEREAS, private Septic tank installation would not be
adequate to handle the sewage capacity which would be generated
by the proposed facilities, now therefore, be it
ORDERED, that the City Engineer make the necessary surveys
and prepare plans, specifications and cost estimates for the
installation of a Sewer extending westerly from Rogan Road,
parallel with the Interstate Highway, for a distance of approxi-
mately twelve hundred (1200) feet to an existing brook, said
design to include a package treatment plant at the outlet of
the sewer, and submit Cis report to the City Council for
further action, said report to become a part of this order.

To: The Municipal Officers
Reference is made to City Oouncil Order 184-R authorizing the
City Engineer to make a study for a new sewer on Rogan Road north
of Interstate Route 95.
Field surveys have been completed, plans have been prepared
and bids obtained for a new 8 -Inch sewer which will extend westerly
from Hogan Road for a distance of approximately twelve hundred and
fifty (1250) feet to an aeration -type package treatment plant, the
effluent of which will then discharge into Pen Jajawoc Stream, The
treatment plant will have a capacity of 7500 gpd and the effluent
will be chlorinated prior to discharge.
The total estimated cost of thisproject is twenty-four
thousand five hundred dollars ($24,500). This estimate includes
seven thousand one hundred dollars ($7,100) for the purchase and
delivery of the treatment plant and all related equipment. This
cost is based upon a low bid submitted by Barry @ Associates of
Milton, Mass., and the order has been placed for this equipment.
An apparent low bid has been received in the amount of twelve
thousand five hundred and fifty dollars ($12,550) for the install-
ation of the treatment plant, including a metal frame building to
house the tank, the installation of the 8 -inch sewer line from
Rogan Road, as well as a ten (10) foot wide gravel roadway to the
plant. The estimated cost of 3-phase power to the plant from the
Hogan Road is one thousand seven hundred dollars ($1,700). The
remaining costs include an estimated one thousand dollars ($1,000)
for engineering services furnished by the James A, Sewall Company
of Old Town, the payment of one thousand dollars ($1,000) toward
the purchase of the necessary land for the sewer line and treatment
plant, and an estimated one thousand one hundred and fifty dollars
($1,150) for contingencies. Borings were taken along the route
of the proposed sewer and no ledge was indicated,
It has been previously established by Council Order 186-R
that 50 percent of the above costs will be paid by Cole Bros., Inc.
Inasmuch as the proposed sewer line and plant are intended to serve
their prop art on Hogan Road, An additional six hundred and fifty
dollars ($650) over and above the total estimated project cost,
as noted above, is to be paid by Cole Bros., Inc, toward the pur-
chase of the land for the sewer and treatment plant,

An application was made with the State of Maine dater Im-
provement Commission for permission to discharge the effluent
into the Fenja�awoc Stream and a hearing for this purpose was
held on October 22nd. Tentative approval for the installation
was received at the conclusion of the hearing.
It is therefore recommended that the project as outlined
above be constructed with 50 percent of the final cost to be
paid by Cole Bros., Inc. A plan showing the proposed installa-
tion is attached.
