( irlb2C,...._Laying net Streets to the Industrial'ark area BY the Cite Council oftU Cita of Bangor: 77;i7JTA�7 THAT WHEREAS, the anticipated Suture development of land in the Industrial Park Orae on the southerly side of Perry Road will require additional roadways to permit proper utilization of property, now therefore, be it ORD&RBD, that the City IDffiglneer, acting for and on behalf of the municipal officers according to law, dedicate and lay out by metes and bounds a seventy-five (75) foot right of way extending approxi- mately one thousand two hundred and forty (11240) feet southeasterly from Perry Road to Crosby Street on a center line which is parallel to and eighty-seven and one-half (87-1/2) feet west of the easterly line of land owned by the Roy Scouts of America; and a seventy-five (75) foot right of way extending southwesterly from the above des- cribed right of way for a distance of approximately six hundred and forty-five (645) feet to the town line, the center line of which is parallel to and approximately seven hundred and fifty-seven (757) feet west of the northwesterly side line of Crosby Street, and be It further ORDERED, that the City T gineer report his findings together with said descriptions and a list of recommended damages to the City Council, said report to become a part of this order, and the rights of way as described be added to the official map as dedicated ways for future street construction. C Ly E m4 ker CITY of To the City Council: dated Pursuant to an order of the City Council, ...duly.2Z.....191ags.-Order 1161-R) directing the City Engineer to lay out. end dedieat_@_two- _ _801 _ llty_fi_ (-5) foot rights of way on the southerly side of Perry Road, City Engineer begs leave to report: That of his intention to lay out and dedlnate. the City Engineer gave written notes by notices attached m copies of said order posted for seven days prier to the _.... 7th ...nf..A.ugust ....... ...... in two public places in the City of Bangor and in the vicinity of said street, to wit: One on the bulletin board at City Rall One on Perry Road and the proposed rights of way One on Crosby Street And also gave notice by reusing the same to be published in the BANCYR Deny NEWS, r®kkakm Yaatms3iax�ftwxxxmm, newspapers printed in said city, for one week prior to the..7th_day Of August,.. 19b4copy of said order and notices, so Naiad and published, is hereto annexed and made part of this report And that the said City Engineer met at the time and place of meeting specified in the notices and proceeded to lay out. and dedicate aatd ri grts of way as follows: 161-R - 3 Beginning at a point on the southerly sideline of Perry Road, said sideline having a bearing of S 500 W, and said point being five hundred ninety-nine and five -tenths (599.5) feet west of the westerly sideline of Thatcher Street; thence S 390- 23'-2011 E for a distance of twelve hundred thirty-seven and four - tenths (1237.4) feet to the north sideline of Crosby Street; thence S 490-52' W along the north sideline of Crosby Street a distance of seventy-five (75) feet; thence N 390-23'-20" W for a distance of twelve hundred ninety-eight and two-tenths (1298.2) feet to the southerly sideline of Peery Road; thence S 840-141- 46" E along the southerly line of Perry Road for a distance of eighty-six and five -hundredths (86.05) feet to a granite monument; thence N 500 E a distance of fourteen and three -tenths (14.3) to the point of beginning. The above description refers to a right of way which is approximately twelve hundred forty (1240) feet long and seventy- five (75) feet wide extending from Perry Road to Crosby Street. And the City Engineer proceeded to lay out an additional right of way as follows: Beginning at a point on the westerly sideline of the above- described right of way, said point being located five hundred (500) feet south of the southerly sideline of Perry Road; thence S 500-361-40" W for a distance of six hundred forty-nine and six - tenths (649.6) feet to the Bangor -Hampden line; thence S 390-23'- 20" E along the town line for a distance of seventy-five (75) fast to a point; thence N 500-36'-40" E for a distance of six hundred forty-nine and six -tenths (649,6) feet to the westerly sideline Of the first -described right of way; thence N 390-231-20" W for a distance of seventy-five (75) feet to the point of beginning. The above description refers to a right of way which is seventy-five (75) feet wide and approximately six hundred fifty (650) feet long, extending west from the first -described right of way to the town line. There appeared at the time and place specified for the meeting Mrs. Thelma Thurlow, a resident of Oliva Heights; Mr. Stillman Dyer, a resident of Thatcher Street; Mr. George Carlisle, representing Lydia A. Godsoe; Mr. George Peabody, representing the Boy Scouts of Amerlc e; Mr. Peter DtErrleo, the Industrial Development Director; and the City Engineer. Mrs. Thurlow was interested in seeing the location of the Proposed roadways with relation to her property and asked about the plan for the development of Crosby Street. She was informed that there are no immediate plane for the reconstruction of Crosby Street but that it has been informally proposed by the Planning Director that the existing fifty (50) foot right of way on Crosby Street be widened to seventy-five (75) feet with the additional right of way to be taken along the north aide. lbl-R - 4 Mr. Carlisle and Mr. Peabody examined the plan to determine the extent that it would permit the future subdivision of the lend owned by Lydia Codsoe and the Boy Scouts of America, and they were informed that Inasmuch as the roadways were for the direct benefit of the two percale mentioned above no damages would be recommended for the laying out. Mr. Carlisle asked about the future extension of the second -described roadway into Hampden, and he was informed that representatives of the Hampden town government have been informed of our intentions but no reply has been received yet. The above-dsscrlbed rights of way were originally proposed by the Planning Board, and a copy of their letter of recommendation to the City Ccuncil dated July n, 1964, is attached. It Is recommended that the above-mentioned rights of way be dedicated for future street use but that no acceptance be made until such time as them is a demand for the street construction. It is further recommended that no damages be allowed for the dedication of said rights of way. An accurate plan accompanies this report. Respectfully submitted, John T. Bangor, the center of Maine ---the Gateway to Maine4 North Woodland Seashore Resorts (tag of Par1w, dirge July 21, 1966 TO: The Honorable City Council FROM: Planning Board 1N RE: Proposed new roads in the Industrial Park Gentlemen: Please he advised that the Planning Board has hold a meeting on the above matter. The existing street pattern in the Industrial Park has created a series of narrow (350-500) deep, (1,200-2,400) lots. This has created a problem for the owners in that if frontage is sold on Perry Road, the rear portion of these late become lard - locked. The proposed new roads would allow for the development of the rear portion of these lots. It is the opinion of the Planning Board that these two rights-of-way should be accepted and placed on the official map provided that: 1. The necessary land be given to the City of Bangor by the land owners 2. That no street improvements need take place until such time as there is a demand for the abutting property The Planning Board would therefore respectfully recommend that these two rights- of-way be accepted by the city an the above-mentioned conditions.
