Be it on3nixed 6y tM1e (Fty ('caroti of W (Hty ajBdfipar, wfdbwar That Chapter H, Article 11 be amended by adding a new Section 8 as follows: Sec. 8. Citizens Advisory Committee. There is hereby established a Citizens Advisory Committee on Municipal Pro- grams which shall consist of 11 members who shall be appointed by the City council. 8.1 Method of Appointment and Terms of Office. Of those first appointed to the Citizens Advisory Committee, four members shall be appointed to serve until January 1, 1966, four shall be appointed to serve until January 1, 1967, and three shall be appointed to serve until January 1, 1968. Thereafter members shall be appointed annually to serve for a teen of 3 years and until a successor Is duly appointed. Any vacancy created on the Committee shall be filled by appointment by the City Council for the remainder of the term. 8.2 Chairman of the Citizens Advisory Committee. The Chairman of the Citizens Advisory Committee shall be chosen annually at the first meeting in January of each year by majority vote of the Committee. The Committee may also choose a Vice -Chairman and such other officers as it deems necessary from time to time. 8.3 Functions of the Citizens Advisory Committee. It shall be the functions of this Committee: 8.3.1 To hold regular meetings at least once each month and to advise the City Council and City Manager with respect to Municipal Development Programs and Projects. 8.3.2 To meet with the Urban Renewal Authority as requested and to advise said authority on the policies and programs of Urban Renewal in the City of Bangor. 8.3.3 To make annual reports of its activities not later than January 15 of each year for inclusion in the Planning Department's annual report. 8.3.4 To carry out such other functions as may be required for compliance with the House and Home Finance Agency's prerequisites for a community workable program.
